BREAKING: Canada's government is making a last-ditch effort to push Keystone XL, proposing a vague carbon-reduction plan in exchange for approval.

That's silly. You don't start a diet with 3 ice cream sundaes. You don't start a carbon reduction plan with a tar sands pipeline.
