POLITICO Massachusetts Playbook, presented by New England Clean Power Link: Behind WARREN’s single payer announcement

HAPPY FRIDAY, MASSACHUSETTS. Sunny with a chance of scattered showers this afternoon and highs in the low 70s.
BEHIND ELIZABETH WARREN'S SINGLE PAYER ANNOUNCEMENT - So how'd it happen? Yesterday's announcement that Sen. Elizabeth Warren would co-sponsor Sen. Bernie Sanders' "Medicare for All" single payer health care bill came as the direct result of back and forth between Warren and the Vermont senator throughout August, a Warren insider tells me. Her team is mum on the specifics Warren pushed for in the bill, citing an interest in keeping a lid on details until it's unveiled later next week.
This is a bankable moment for Warren, and she knows it. She made the announcement in a fundraising email to supporters rather than through a press release.
But it's also true that Warren frequently fields questions about health care - and specifically single payer - in town halls with constituents across the state (and not to mention from reporters).
Warren made her final decision to co-sponsor the bill last week, I'm told, after multiple drafts of the bill had been sent back and forth between the two offices.
If you'll recall, last week was also when Sen. Kamala Harris (and other potential 2020 contender) came out as a co-sponsor. Warren folks say the Sanders team has been in the same type of conversations with a number of other senators - not just Warren. More are expected publicly sign on over the next week.

ON THE HILL -
- "GOP governor slams Graham-Cassidy plan," by POLITICO's Adam Cancryn: "Massachusetts Gov. Charlie Baker today panned the last surviving GOP plan to repeal and replace Obamacare, warning that the so-called Graham-Cassidy proposal would have 'dramatically negative' effects on his state. Baker, a centrist Republican, told the Senate HELP Committee that the Graham-Cassidy proposal to redirect federal Obamacare spending to states through block grants would result in major funding cuts for highly populated states and those that expanded Medicaid coverage."
- "Elizabeth Warren questions Charlie Baker at Senate hearing - and they agree," by Shira Schoenberg, Masslive.com: "While Warren and Baker generally have little in common, Warren questioned Baker on points where the two mainly agree. 'As Gov. Baker already emphasized, in Massachusetts, making sure everyone has high-quality affordable health insurance has not been a partisan issue,' Warren said. 'Democrats and Republicans worked together to make sure everyone has access to health care.'"
DATELINE BEACON HILL -
- "Massachusetts Lawmakers Turn Attention to Cybersecurity," by Brian S. Dempsey, Julie Cox, and Maxwell J. Fathy, National Law Review: "In the wake of growing concerns about data privacy and cyber threats, Massachusetts lawmakers are increasingly focused on evaluating and improving the state's cybersecurity policies and information technology infrastructure. The Senate has created a special committee on cybersecurity readiness, several cybersecurity bills are pending in the legislature, and the Baker Administration has established a new secretariat devoted to information technology."
- "New MBTA general manager wants to emphasize rider experience," by Adam Vaccaro, Boston Globe: "The incoming general manager of the Massachusetts Bay Transportation Authority is asking for patience as he begins to grapple with the transit agency's myriad issues, but he is making one major pledge to riders: to hire a high-ranking official whose job is to take their concerns seriously. Luis Ramirez, who will start in one of the state's more demanding and high-pressure jobs on Tuesday, stressed a rider-centric approach to public transit Thursday in his first expansive interview."
TRUMPACHUSETTS -
- "Professors Arrested at DACA Protest," by Leah S. Yared, Harvard Crimson: "Thirty-one professors from Harvard and other Boston-area universities were arrested Thursday for blocking traffic along Massachusetts Ave. in protest of President Donald Trump's decision to rescind an Obama-era program that gives legal protections to undocumented young people. Professors took to the street outside Johnston Gate in a planned act of civil disobedience, forming a human chain and blocking traffic on Mass Ave. Before the arrests, Cambridge Police officers read a written statement warning protesters that they would be arrested if they did not move."
THIS WEEKEND - SEIU 509, the Massachusetts Teachers Association, and other groups are hosting a forum on what's next for DACA recipients from 10 a.m. to noon Saturday at Lawrence Evangelical Church.

- "GOP targets US Sen. Elizabeth Warren, other Democrats in new online ad campaign," by Shannon Young, Masslive.com: "The Republican National Committee launched a series of online ads Wednesday urging U.S. Sen. Elizabeth Warren, D-Massachusetts, and other high-profile Democrats to weigh-in on the fate of New Jersey Democrat Bob Menendez, who faces federal corruption charges. The digital ad push, which will run on Facebook and Twitter, presses Democratic leaders in Congress, Senate Democrats up for 2018 re-election in states President Donald Trump won and Democratic senators, like Warren, who are rumored to be considering 2020 presidential bids, to answer whether to believe Menendez should keep his U.S. Senate seat if convicted ."
- "US Sen. Elizabeth Warren urges federal regulators to crack down on reported aggressive marketing of VA refinance mortgages," by Shannon Young, Masslive.com: "Citing complaints American veterans and service members have filed regarding the aggressive and potentially misleading marketing of VA-backed refinance mortgages, U.S. Sen. Elizabeth Warren, D-Massachusetts, called on federal officials Wednesday to investigate and end any such practices."
ON THE STUMP -
- "With One Week Until Election, Union Holds Event With Kennedy and Capuano," by Leo Confalone, Boston College Heights: "Members of the Boston College Graduate Employees Union and the Graduate Pride Alliance held a forum ... with local U.S. Representatives Joe Kennedy III (D - Mass. 4) and Mike Capuano (D - Mass. 7), BC Law '77. The vote for the Union to receive collective bargaining rights from the National Labor Relations Board is still scheduled for Sept. 12 and 13, despite a challenge from the University."

'Massachusetts is home to a highly skilled and talented workforce, the world's leading educational institutions and a thriving innovation economy that continues to attract companies like Amazon, and new investments and job opportunities from around the globe,' Michelle Hillman, a spokeswoman for Gov. Charlie Baker's economic development chief Jay Ash, said in an email."

But where could you fit that many people in one place in Boston? Amazon says it wants as much as 8 million square feet, with transit access. Here are a few sites in Greater Boston that could be big enough for what Amazon has in mind."

[Christian] Ilsley's not just going to carve a grin into the pumpkin and prop it on his front lawn for Halloween. The only project with a Presidential Permit, full site control and full host state support, the innovative buried project will help Massachusetts meet its legislative requirements for lower carbon emissions. The entire line will travel underground and underwater, and is expected to deliver low-cost electricity to the Commonwealth over the next 40 years. Massachusetts can expect to reap $19.9 billion in benefits over the next 20 years alone, while ratepayers can expect to save $655 million a year in energy costs. Most importantly, the project is 100% privately financed and comes with a fixed-price bid, protecting taxpayers and ratepayers alike from any cost overruns. The project's developers have also established a $20 million fund to assist low-income ratepayers in western Massachusetts. http://politi.co/2gqhWpr **
