Will disconnecting the Speed Control Actuator prevent
acceleration without pushing on the gas pedal?

1989 Toyota Camry LE V6. Pulling into a parking space my car suddenly
accelerated to full speed, brakes would not hold it, ran into a tree, still
running fast, put it in reverse, backed across parking lot and hit another car.
The car then stopped going fast and went back to idle speed.. I was going
very slow, did not hit accelerator just started going fast on it own. If I
disconnect the Cruise Control (Speed Control Actuator) will that prevent this
from ever happening again.
