Department of Interior Recommends Trump Shrink National Monuments' Protected Area

nterior Secretary Ryan Zinke is recommending shrinking the boundaries of a handful of national monuments, but stopped short of suggesting the elimination of any federal designations, following a review ordered by President Donald Trump.

Zinke recommended Thursday that Trump reduce the size of at least three national monuments: Oregon's Cascade-Siskiyou National Monument and Utah's Bears Ears and Grand Staircase-Escalante national monuments, the Washington Post reported.

At Trump's direction, Zinke earlier this year launched a review of 27 national monuments, a controversial move that could undo protections for millions of acres of federal lands, as well as limits on oil and gas or other energy production.

A White House official said the President has seen the report but would not elaborate further on its contents.

"President Trump has received Secretary Zinke's draft report for the Antiquities Act, and is currently reviewing his recommendations to determine the best path forward for the American people," the official said.

Interior has not released the report, but Zinke retweeted a tweet from the AP Thursday of an interview where the secretary said he is recommending changes to a "handful" of monuments to the President.

A two-page summary of the report posted on the Interior Department website contains no recommendations or conclusions.

Interior said that Zinke's 120-day review included more than 60 meetings with "advocates and opponents of monument designations."

"No President should use the authority under the Antiquities Act to restrict public access, prevent hunting and fishing, burden private land, or eliminate traditional land uses, unless such action is needed to protect the object," Zinke said in a statement.

"The recommendations I sent to the President on national monuments will maintain federal ownership of all federal land and protect the land under federal environmental regulations, and also provide a much-needed change for the local communities who border and rely on these lands for hunting and fishing, economic development, traditional uses, and recreation," he added.

Environmental groups reacted negatively to the limited details provided by the public summary.

"Secretary Zinke needs to level with the American people. Which priceless national monuments does he recommend shrinking?" said Drew Caputo, vice president of litigation for lands, oceans, and wildlife at Earthjustice.

A spokesman for outdoor retailer REI on the other hand said the summary offers "a couple of bright spots."

"The fact that they are acknowledging that there were 2.4 million comments in support of these monuments is a big deal -- the administration was previously reporting 1 million," said Rob Discher. "Honestly, if what really happens is the President decides to walk away from this thing because there was a show of force, and the Department of Interior doesn't release anything, that's a win."

Yet, at least one right leaning group celebrated the news that Zinke recommended at least some changes to the monuments.

A statement from Americans for Prosperity thanked Zinke for giving Trump a "series of recommendations designed to give additional flexibility to local communities impacted by overly broad management of federal lands under the Antiquities Act."

"The government should adhere to the 'smallest area compatible' standard laid out in statute to ensure local communities, who know the area best, can enjoy or utilize the remaining land," the statement read.

According to the Bangor Daily News, one of the monuments still under review -- the Katahdin Woods and Waters National Monument -- will see "nothing dramatic." Zinke is trying to "thread the needle" and will put together recommendations to satisfy all parties involved, a source told the paper.

Environmentalists have railed against the review and plan legal challenges to any planned changes to monument boundaries.

"Zinke's sham review was rigged from the beginning to open up more public lands to fossil fuel, mining and timber industries," said Randi Spivak, public lands program director for the Center for Biological Diversity. "He and Trump will not be allowed to rob Americans of their public lands. Any effort to change national monument boundaries or reduce protections will be challenged."

Focus on Bears Ears

Bears Ears National Monument in Utah has been the primary focus of the debate.

President Barack Obama designated Bears Ears as a national monument in December, less than a month before leaving office, bestowing strict federal protections to the 1.3-million-acre stretch of land in southeastern Utah that is home to ancient cliff dwellings and other land sacred to five Native American tribes.

While the decision drew praise from Native American leaders and environmentalists, it was also met with fierce criticism from Republicans in the state who slammed the move as a federal overreach.

Zinke trekked to Bears Ears in May to tour the national monument and meet with stakeholders on both sides of the issue and a month later he issued interim recommendations.

As part of an expedited review, Zinke recommended in an interim report earlier this year that Trump revise the Bears Ears boundaries.

"The Bears Ears National Monument contains some objects that are appropriate for protection under the act," Zinke wrote in the interim report, referring to rock art and sacred Native American sites. "However, having conducted the review ... I find that the Bears Ears National Monument does not fully conform with the policies set forth" in Trump's executive order.

he Koch brothers, Duke Energy and Arizona Public Service are among 12 special interest groups waging aggressive anti-solar campaigns across the country, often coordinated and behind the scenes, a new Environment America Research and Policy Center report said today.

While American solar power has increased four-fold since 2010, state by state, utilities and powerful industry front groups have begun chipping away at key policies that helped spur this solar boom, according to the analysis, “Blocking the Sun: 12 Utilities and Fossil Fuel Interests That Are Undermining American Solar Power.”

“Fossil-fuel interests and their allies have been using the same playbook to undermine solar power across the country,” said Bret Fanshaw, the solar program coordinator for Environment America. “And they’ve largely been operating in the shadows.”

The playbook: a national network of utility interest groups and fossil fuel industry-funded think tanks provides funding, model legislation and political cover for anti-solar campaigns. The report examines five of these major national players—Edison Electric Institute, American Legislative Exchange Council, Koch brothers and their front group Americans for Prosperity, Heartland Institute and Consumer Energy Alliance.

Then, in state after state, electric utilities use the support provided by these national anti-solar interests, supplemented by their own ample resources, to attack key solar energy policies. The report features seven utilities—Arizona Public Service, Duke Energy, American Electric Power, Berkshire Hathaway Industries, Salt River Project, FirstEnergy and We Energies.

“We found that most attacks on solar energy happen behind closed doors in utility agencies or in dense regulatory filings—away from public view,” said Gideon Weissman of the Frontier Group and co-author of the report. “That’s probably because they’re aimed at very popular policies that give regular consumers the chance to go solar.”

Charles and David Koch have an enormous financial stake in the fossil fuel industry through their company Koch Industries and its many subsidiaries. Koch Industries alone operates around 4,000 miles of pipeline, along with oil refineries in Alaska, Minnesota and Texas.

Through its front group Americans for Prosperity and funding to other like-minded entities, the Koch brothers have attacked solar laws in several states including Florida, Georgia, Kansas, North Carolina, Arizona, Minnesota, Ohio, South Carolina and Washington.

Utilities like Arizona Public Service augment resources from interests like the Kochs to forward an anti-solar agenda. Arizona Public Service admitted to funding anti-solar ads by 60 plus, a national Koch-backed front group that purports to represent seniors and it has been accused of improper influence with the Arizona Corporation Commission.

“I’ve seen first-hand how some energy monopolies have used money in campaigns to intimidate and manipulate policy makers and elected officials,” said Rep. Ken Clark, a state representative from Arizona who has pushed Arizona Public Service to disclose its political spending. “Aside from the question of renewable energy, this activity has become a threat to our electoral system.”

Arizona Public Service’s latest stealth move against solar has been to withdraw its request to raise fees on solar owners until the commission completes a study that would only examine costs and not benefits, of the resource.

In Florida, where solar capacity is far beneath its potential, Koch-backed Americans for Prosperity and Duke Energy, the largest utility in the U.S., have teamed up to block pro-solar policies. Duke Energy spent heavily to help re-elect Gov. Rick Scott, who campaigned against a state renewable electricity standard. Americans for Prosperity has mobilized its members and waged an aggressive ad campaign against a ballot initiative to expand rooftop solar by allowing third-party sales of panels. Duke Energy has also contributed to that effort.

The anti-solar coalition Consumers for Smart Solar, backed by Americans for Prosperity, Duke Energy and others, has now put forward a competing ballot measure in Florida to undermine the rooftop solar amendment.

“By wide margins, Americans support pro-solar policies,” said Fanshaw. “That’s why fossil fuel interests and their front groups have resorted to shady and deceptive tactics to undermine them. Ultimately it will be up to state leaders to reject these attacks and support a clean energy future.”

US Veterans Scandal: Shinseki Not Quitting 09 May 2014 America's top veterans' affairs official has said he will not resign over claims that as many as 40 people died while waiting for medical treatment in the service's healthcare system. Eric Shinseki, the US Secretary for Veterans Affairs, said he is "angry" over the allegations of practices at a number of VA hospitals. Whistleblowers have claimed that staff at one, in Phoenix in Arizona, created a fake waiting list to hide the true numbers of those awaiting treatment. Names of those who died, it is claimed, later disappeared from the list.

Fukushima worker files historic lawsuit over radiation exposure 08 May 2014 A worker at the Fukushima No. 1 nuclear plant has filed the first lawsuit from an employee against plant operator TEPCO due to high levels of radiation he was exposed to during the initial days of the plant's 2011 disaster. The 48-year-old claimant says he was unnecessarily exposed to excessively high levels of radiation due to negligence on the part of TEPCO. The lawsuit was filed Wednesday in Fukushima District Court.

NORAD sends F-15 fighters to investigate President Barack Obama airspace breach 08 May 2014 Two F-15 fighter jets intercepted a pair of general aviation aircraft in Los Angeles this week while President Barack Obama was in town, authorities said. Officials with the North American Aerospace Defense Command said the planes were "out of communications" and not following a temporary flight restriction zone over the city. The pilots landed and were questioned by law enforcement, according to the NORAD.

FBI investigating Bundy supporters in BLM dispute 08 May 2014 A dramatic development in the saga surrounding rancher Cliven Bundy, the FBI has entered the case. The 8 News NOW I-Team has learned that FBI agents have started an investigation into the events surrounding a potentially deadly showdown one month ago. The I-Team has confirmed that FBI agents have launched a formal investigation into alleged death threats, intimidation and possible weapons violations that culminated with a dangerous showdown on April 12, and the first people to be interviewed by FBI agents are Metro Police, starting with Clark County Sheriff Doug Gillispie.
