Owner of Middleboro kennel where dogs were rescued will be allowed to keep animals

MIDDLEBORO — The owner of a commercial kennel where more than 20 dogs were seized in September will be allowed to keep animals.

As conditions of release, owner Michael Perette can only possess the number allowed through his commercial kennel license and must allow random inspections at his property to ensure sanitary conditions for the animals, according to the Plymouth County district attorney’s office.

The maximum number of dogs he can keep at his commercial kennel is 10, according to town bylaws.

Perette has a valid kennel license through the end of the year, according to the town clerk’s office.

He has not yet renewed the license, said Town Clerk Allison Ferreira, but owners have until the end of March to renew before being charged a late fee. In addition, an inspection is needed for a kennel to obtain or renew a license.

Perette was arraigned Monday in Wareham District Court on 28 charges of felony animal abuse neglect and abuse misdemeanors. He was released on personal recognizance.

His lawyer was not available for comment Thursday.

In September, the Animal Rescue League of Boston worked with Middleboro police and Animal Control to remove 21 dogs, birds and a donkey from his commercial kennel.

The organization described the conditions the animals were living in as “poorly ventilated, unsanitary, cruel and dangerous.”

The dogs were kept in steel cages with concrete floors covered in waste, according to the group. The space had little natural light and the animals didn’t get outside much.

An ARL spokesman declined to comment because Perette’s case is ongoing in court. He referred questions to the district attorney’s office.

The organization didn’t identify the kennel, but The Enterprise learned it was called Peretti Cane Corso and is located at 398 Marion Road.

The town approved its operation in 2012.

“It’s a vision for us,” Perette said told the Zoning Board of Appeals prior to receiving approval. “We strive to improve the health, temperament ... during the ‘preservation stages’ of breeding.”

Dogs removed from the kennel in September were taken to ARL locations in Boston and Dedham and municipal facilities around the state, including in Mansfield and Norton.

Many of the dogs faced trauma from the previous conditions they lived in. Breeding was the dogs’ main purpose and they weren’t socialized and trained like other dogs often are, said Laney Nee, animal behavior manager for the Animal Rescue League of Boston.

A month after being rescued, they were doing better and getting used to a new environment, she said.

The dogs were made available for adoption. So far, several have found new homes, according to the organization.

It’s always a sad situation to have to give up a pet. But if you really can no longer care for your pet for whatever reason, you at least owe it to the animal to give them away in a proper and ethical manner.

You should try to secure your pet a good new home, or at least surrender them to an animal shelter who can. What you should not do is simply ditch them out on their own, which is unfortunately what many thoughtless owners have done. It’s irresponsible and leaves the animal in danger.

That was the case for one dog, whose former owner abandoned her in such a bizarre manner that rescuers were heartbroken by the sight. But with a little love, they turned her life around.

In May 2018, a lab-mix puppy was found in Yoctangee Park Chillicothe, Ohio. People immediately realized she had been abandoned by her previous owner… because it was written all over her.

The dog had the words “FREE DOG” crudely written on her side in permanent marker.

Even worse, she had marker writing all over her.

The poor dog’s face said “good home only,” while her other side said “I am a gift from God.”

“I usually try to contain my self with my work life and with what I see every single day, but this just tops it off!” said Brittany May of the Ross County Humane Society, who posted photos of the dog on Facebook. “How are you going to dump your dog, and write FREE all over it in permanent marker! I just don’t get it!”

“This is a whole new level of LOW!”

Ross County Humane Society took the dog in, and named her Marvella. They had never seen anything like it.

“We were all kind of shocked,” office manager and adoption coordinator Sarah Cantrell told TODAY. “It just seems like a childish thing to do.”

While the markers seem crude and demeaning, a more serious issue is that the dog was dumped outside and exposed at the beginning of summer. Sarah says that many abandoned dogs do not survive being left on their own.

However, Marvella was luckily unharmed and got all the care she needed from the humane society. The staff worked hard to scrub the marker writing off her fur.

“She’s healthy and sweet and thankfully did not suffer from heat exposure,” Sarah said.

According to Today, the owner has been charged with charged with cruelty to animals, abandonment and failure to license.

However, she’s come forward to tell her side of the story. Marvella’s former owner, Kendra Stafford, told WCMH that her landlord made her give up the dog. She said she tried unsuccessfully to find her a home over Craigslist and that the shelters were all full, so she resorted to leaving the dog in the park with a sign.

“I went to my car to go find a piece of tape, couldn’t find a piece of tape,” she said. “I then got out a permanent marker that wasn’t supposed to be used on my dog… and then after I did that, I had that cringeworthy moment where I was just like ‘oh my gosh, I messed up, like she looks awful.”

“I regret writing on the dog, and I think that it was a mistake, but it was all good intentions behind it.”

But the network reported that Ross County is the only shelter in the area, and they have no record of Stafford reaching out to them with the dog, casting some doubt on her story.

Sarah Cantrell told Today that they ask for a $50 surrender fee to take in an animal, but they will help people with their specific situations.

Luckily, this story has a happy ending for Marvella. Once she was back to full health, she was put up for adoption. Calls and messages came in from around the country from people wanting to adopt her. A pressure washing company even volunteered to cover her adoption fees, and others pitched in to cover her care expenses.

In the end, she went to a loving home with Linette Wrightsel and her family.

While it’s a happy ending for this mistreated dog, there are plenty of others out there still in need of our help.

“Please remember that in any shelter on any given day there are dogs who have been given away as ‘free to good home’ and are awaiting their forever home, just like Marvella,” Ross County wrote on Facebook. “Please support your local animal shelters and adopt, don’t shop.”

It’s wonderful to hear that Marvella found a good forever home! Thanks to the rescuers who cared for her, and let’s hope people like them continue to care for abandoned dogs everywhere!

I am following up on my email last week, in which I wrote about Hien, a bear recently rescued from the bear bile industry due in part to the work of World Animal Protection. I wanted to remind you, though, of the many other bears still suffering at the hands of this cruel and senseless industry. The bile extraction process these bears go through is nothing short of torturous. There is no humane way to extract the bile from a living bear. In Vietnam, one of the countries in which we are active, it is most common to use an ultrasound to locate the bear’s gall bladder, before a large syringe is inserted deep into her tender tummy to extract the bile. The wounds leave these sorry bears in constant agony. Bear Number 160 has lost so much fur, likely from the stress of confinement and pain.   World Animal Protection recently visited a bear bile facility and the conditions were appalling. The stench of feces and unkempt bears was sickening. The depression palpable. Many of the bears, like the one in the image above, had lost fur and shown evidence of self-harming, likely due to the stress of a lifetime in captivity. Our work in the bear bile industry, while complex, has truly made an impact. The number of bears in captivity in Vietnam has reduced drastically by nearly 70% from 2005 to today. We’re working to eliminate this senseless industry once and for all. And as attitudes begin to shift against the use of bear bile across Asia, now is a more important time for our work than ever. • Legislation to fortify the laws against finning by banning any sale of shark fins in the United States. This bill has very impressive bipartisan support. With nearly a dozen states having enacted bans on the sale of fins, there’s fantastic momentum for this bill. 

• Legislation to establish a federal anti-cruelty statute to forbid the worst forms of cruelty. And there’s also a bill to ban circuses from exploiting wild animals. With Ringling Bros. shutting down its business by May, there’s a new political environment and new opportunities to get this bill done. 

• The Opportunities for Fairness in Farming Act, to bring much needed reform to agriculture checkoff programs, which funnel tens of millions of dollars to lobbying groups like the National Cattlemen’s Beef Association and National Pork Producers Council. It is unacceptable that these trade groups divert millions of dollars to fight commonsense policies for our nation. 

• The Big Cat Public Safety Act, to prohibit the possession and breeding of lions, tigers and other carnivores by private citizens and roadside zoos. There is no reason for these parties, without the expertise or resources, to keep these powerful wild animals in their backyards or basements. 

• The Prevent All Soring Tactics (PAST) Act, to close loopholes in the almost 50-year-old Horse Protection Act that have enabled the cruelty of horse soring to persist. Nearly half of the members of the House of Representatives signed on as original co-sponsors of the bill, in a rare and powerful demonstration of support for finally ending this abuse.

These policy proposals and others are all achievable, but they’ll need all of us to put our shoulder into them.Read more on my blog.
