Middleboro FinCom to meet with IT firm
Town is considering outsourcing its computer needs

The Finance Committee is expected to hear a presentation Monday from HUB Technical Services, an Easton-based firm that is proposing technical support for the town’s computer system.


“They are coming in to explain to us what they would provide and how it would blend with our IT department and budget,” said committee Chairman Richard J. Pavadore.

At issue is the town’s IT Department and whether an outside company could provide better service with the $316,000 budget.

IT Director Roger Brunelle Sr. said he has investigated outsourcing in the past, and the same level of services can’t be reached within the present budget.

He acknowledges the town’s Web site is not up to par, explaining it was first created by a high school student years ago and little has been done to update it.

Brunelle said his department has accomplished much on a tight budget since it opened in 1989, but said he needs more funding to go forward.

Brunelle said his department is unique.

“We’re the only IT department in the state that brings in revenue,” Brunelle said, referring to $298,000 that is billed to other town departments for indirect costs.

Last month, Vice Chairman Joseph Thomas discussed hiring an outside company to run the town’s technology department that has a proposed 2010 budget of $316,000.

Outsourcing could eliminate the need for a director which carries a current salary of $84,326.

The first time the committee discussed the move, they estimated Brunelle’s benefits to cost nearly $40,000 a year, but Brunelle said his annual benefits are approximately $21,000 a year.

Thomas said outsourcing would provide two on-site engineers for $150,000 a year.

Pavadore said if his committee favors outsourcing the IT Department’s function, it will recommend selectmen authorize HUB to perform a network analysis on the town’s system.

According to HUB’s Web site, the company is an approved state contractor that has been hired by Whitman Hanson Regional Schools, Stoughton Public Schools and New England Sinai Hospital in Stoughton.

How did Roger arive at the cost of his benefit package on the conservetive side? He didn't come up with conservetive figures when he kaboshed quartarly taxes. It looks like the cost of his health insurance. What about his 80% pension? Doesn't he have enough pension credits with his years on the fincom to retire, just like Wayne Perkins?

That explains it. It's not a bad piece of work for a high school student a number of years ago. Time has moved on and the web site has not.

Even with new equipment, Roger couldn't run the department and should go. Does anyone remember the television charged to the cable commitee he finally paid for after he got caught?

Typical Hal Brown posted on the article that he doesn't get where the billing comes from. Hal attends few meetings and is mostly uninformed about what goes on in town. He doesn't even bother to attend town meetings unless he's taking pictures and sticking his camera in someone's face.

A lot of things haven't been done in town because Roger overcharges other departments for IT services.

Think of all the information that should be on the web site. Think of all the information that should be available to provide services for the town. They aren't there because Roger overcharges besides he doesn't know how to do most of the stuff.

You're right. It's time for change.
It's time for a good housecleaning.

Mr. Brunelle says the PTWS was created by a high school student years ago and little has been done to update it.

It sounds like he makes that statement as if it is someone else's responsibility to keep the website updated.

Mr. Brunelle where are you spending your budget?

What the hell is he talking about with bringing in revenue? The IT department is milking the budgets of other town departments. That doesn't sound like true revenue to me. All that is doing is moving town funds around between departments. If the IT department is bringing in revenue to the tune of $298,000, then get that high school student back to update the PTWS.
Mr. Brunelle seems to think its up to someone else to do it, so why don't we hire someone else to do Mr. Brunelle's job and cut him loose.

Looks like Roger spent a lot of time protesting to get 'his side' published.

There is really much of "Roger's side" that is pretty clear from the "Town's Official Monster Of A Web Disaster."

Roger has stood at Selectmen's Meetings for years explaining in gibberish why things can't be done, why changes can't be made to the TOMOWB. Having an ignorant Board of Clowns, they believed him while technology passed Middleboro by.

Not one of the current Selectmen have the brains to check the blogs or use the internet.

Patrick Rogers and Steve Spataro would have voted for the Mansfield Idiot for Town Manager, lawsuit included because they were too lazy or maybe too stupid to do their homework.

Vote for monkeys and you need to provide the bananas.

He's over-charging departments to do their billing.

If anyone had any sense, they would quickly figure out they could buy their own PC and produce their own bills cheaper. Or they could outsource it and do it even cheaper.

Roger delivers the town computers to 'an expert' to repair because he can't do anything.

Not many friends in this town especially the ones who know what Roger isn't capable of doing.

We should keep him on as a special events consultant for next time we have a TMFH except he screwed that up too if anyone was paying attention. Few were.

I hope Roger is planning to attend Monday's meeting. It might be the first packed house fincom meeting. Interesting to hear Roger stuttering and sputtering his nonsense to real coomputer professionals. Shame this one won't be televised. The town would love to see that.

The job of the Finance Committee is to consider if certain unnecessary jobs can be eliminated or done more cheaply to balance the budget. They're not getting into personalities.

The Selectmen can't see any cost savings when they're right in front of them. They must be blinded by their reflections.

Marsha keeps saying town budgets are at "bare bones." How would she know? All she knows is what Roger tells her and she repeats.

Roger should be on the defensive. Where else can he find a job that pays so much for doing so little?

To those who feel the need to forward or post the delusional comments others have posted about me, allow me to comment.

I have neither the time nor the inclination to read, review or respond to such nonsense. Please don't feel the need to continue to forward or inform.

It is impressive that others have attibuted such omnipresence to me that they attribute comments to me that utlilize words such as 'minions' just knowing in their simple minds, I am the only one possessing such a large word.

It's time to grow up.

Rest assured, there are others in this town beginning to see the childish and unproductive and anonymous rants of a few as just that.

The Casino you continue to promote isn't coming. Nor is the improved Route 44.

It's time to focus on the fiscal disaster that has been created by Fuzzy Math and one time revenues.

It's time to educate yourselves in the function of town government and stop being obstructionists.

Maybe you could start by attendiing Finance Committee meetings and understanding where your money is going.

Maybe you could begin by picking up your copy of the Annual Town Report and understanding what those figures mean. Something Steve Spataro never did.

To the emotional poster who submitted the extremely lengthy post:

I might suggest that you begin by informing yourself of the facts which you clearly have not done.

The Town, under Prop 2 1/2 has essentially a 2 1/2% increase in real estate tax revenue each year.

Wayne Perkins negotiated contracts with 36% pay raises (and many benefits offered by no other town).

You do the math.

How is that sustainable?

Wayne repeatedly denied it until Candidates' Night, when I was running against him and he was forced to acknowledge it.

Because of the current economy, people aren't buying new cars.

The excise tax is revenue that funds local government -- in spite of Steve Spataro's ignorance of that fact.

Simply put, the Town is receiving less excise tax this year because people aren't buying new cars.

The Town has escalating wage costs, escalating health care costs and declining revenues.

Middleboro was one of the few towns to pay 90% of health care premiums and offer a $5 copay.

Under some of the new contracts that's changing.

Simply put, your seeing your issue only and missing everything else.

Turn your passion into information and attend the next town meeting.

The town manager good ole Jack NOR the BOS EVER listened to the Finance Committee and their EXCELLENT ideas so why would they start now? Don't see it happening. Still too many favors owed and debts not paid for with jobs.
