The United States Environmental Protection Agency (EPA) is seeking public comment on a training modification at Camp Edwards. According to an EPA release, the Massachusetts Army National Guard (MANG) is seeking permission to train with percussion activated neutralizers (PAN) at Joint Base Cape Cod.
In a letter dated August 18, MA Army National Guard requested approval from the EPA to use the devices at Camp Edwards. Use of the device would require a modification to EPA's 1997 Safe Drinking Water Act Administrative Order. EPA maintain's an overseeing role at the base to protect the sole source Cape Cod Aquifer.
PANs are used to disable improvised explosive devices (IED). "MANG believes the device is an effective and environmentally-safe device that meets EPA's modification requirements and can be responsibly used in required training scenarios throughout the base without additional restrictions", the letter states. "EPA does not expect that the chemical makeup and use of the items, in the manner proposed, will present a threat to the aquifer," according to the release.
No live IEDs would be used during training, according to MANG.
The public has until Thursday, January 21, 2016 to comment on the proposed modification.
