GOOD MORNING, MASSACHUSETTS. Sunny with a high of 67 in Boston.
MOULTON'S PROTEST POLITICS - Rep. Seth Moulton, fresh off his trip to Iowa last weekend for the Polk County Steak Fry, addressed a group of millennials assembled at the Forbes Under 30 summit in Boston on Monday.
But Moulton made more waves before the Faneuil Hall event actually started, recording a video on Facebook and sending tweets pledging to boycott any congressional moment of silence to mark the mass shooting in Las Vegas.
Moulton's pledge to boycott re-ups a commitment he made on Twitter in June 2016, after the Pulse Night Club shooting (at the time the deadliest mass shooting in modern American history).
Back then, some Democrats, including Moulton, boycotted a moment of silence being held in the House of Representatives after the Republican-led chamber refused to consider legislation that would tighten gun regulations. After the protest on the House floor, Moulton tweeted that "the tradition is to send 'thoughts and prayers' first, then perhaps demand policy change later. I'm done with that."
Moulton told me yesterday that he thinks there will be new Republican interest in gun control legislation post-Las Vegas, "But I'm not sure it will be enough."
This is why "I'm trying to get more Democrats elected to Congress," he said. "So that we can have Democrats with courage to bring up this debate."
Meanwhile, at the State House, Speaker Robert DeLeo pledged to review the state's gun law, enacted in 2014, in a Thursday meeting with Northeastern University criminologist Jack McDevitt. They'll assess the law's effectiveness.

Charlie Baker said he was "horrified" by Sunday night's shooting in Las Vegas and offered condolences to families of the dead and injured. Sen. Elizabeth Warren said she was "heartsick" and called for action to stop gun violence. Rep. Seth Moulton said he would decline to observe a moment of silence on the floor of the U.S. House of Representatives in protest of inaction on gun control."
- "Mass. insurers back bill calling for free birth control," by Stephanie Ebbert, Boston Globe: "The Massachusetts Association of Health Plans, a coalition of 17 insurance providers, previously opposed the measure, saying it was broader - and more expensive - than necessary to ensure contraceptive access. But the organization has now signed on to compromise language, and officials intend to testify in favor of the bill at a legislative hearing Tuesday."

- CAMBRIDGE DACA PLAN PASSES UNOPPOSED - The order to create a fund that would reimburse DACA application costs for Cambridge residents passed the Cambridge City Council 8-0, with one city councilor absent. The proposal's author Manny Lusardi tells me: "Next step, the city manager's office decides if we can or cannot facilitate legally or any other reason they cannot. Or, they approve the idea. I don't expect an answer before Election Day 11/7. I will begin exerting pressure soon after for a response."
- "Baker Warns Beacon Hill Of Peril If Washington Republicans Don't Act Responsibly On Health Care," by Mike Deehan, WGBH: "Baker told members of the state's Health Policy commission that there's good news and bad news when it comes to Congress's failure to move health care legislation. Baker's own analysts determined this year that repeal of the Affordable Care Act and replacement with a block grant system for MediCaid would have greatly reduced funding to Massachusetts."
- "Industry still on guard over GOP tax plan," by Hazel Bradford, Pensions and Investments: "Mr. Neal dismissed projections that the tax cuts would pay for themselves through economic growth, and holds out little hope for the bipartisan support in Congress that was essential for the last major tax system overhaul in 1986 to succeed. So far, he said, 'this has been a partisan process from the start with virtually no Democratic input.'"
