The U.S. Treasury Department is set to maintain elevated sales of long-term debt to finance the government’s widening budget deficit, with new issuance projected to top $1 trillion for a second-straight year.
Many strategists at primary-dealer firms predict that this Wednesday’s quarterly refunding announcement will see the Treasury maintain note and bond sales at the record high levels they have boosted them to in recent months.
The total amount of 3-, 10- and 30-year securities to be offered at next week’s refunding auctions is seen by most at $84 billion. While that’s $1 billion more than the total for these maturities three months ago, that’s only because the size of the three-year sale was already nudged higher in December.
A heightened supply of Treasury securities follows tax cuts and government spending increases implemented under the current administration. That’s darkening a fiscal outlook already made worrisome by rising entitlement-program expenses and higher costs to service America’s nearly $16 trillion in debt. The Federal Reserve’s balance-sheet runoff is also adding to supply, forcing Treasury Secretary Steven Mnuchin to tap the public for more funding.

“We’ve seen deficits continue to blow out,” said Brian Edmonds, head of interest-rates trading at Cantor Fitzgerald in New York. “We are going to see more and more supply.”
Cantor, along with dealers including Citigroup Inc., TD Securities, Deutsche Bank AG and Wells Fargo Securities, sees the Treasury keeping auction sizes unchanged for nominal coupon-bearing debt.
A few dealers, including NatWest Markets and UBS Securities Inc., expect the Treasury to notch coupon-bearing debt sales slightly higher again. Among these outliers are strategists at UBS Securities Inc. who predict the 3-, 10-, and 30-year refunding issues will each be increased by $1 billion over the coming three-month period.
After focusing last year on increasing nominal debt, prior guidance from the Treasury has dealers saying more detail is likely in the coming months on plans to boost auction sizes for Treasury Inflation-Protected Securities, or TIPS. That’s on top of the new five-year October TIPS that’s already been slated for the calendar.
Such changes may result in additional net TIPS issuance of $26 billion this year, according to a note from Zachary Griffiths, a strategist at Wells Fargo Securities.
Treasury to focus on ramping up TIPS outstanding
The Treasury’s total net new issuance in 2018 amounted to $1.34 trillion, more than double the 2017 level of about $550 billion. In 2019, it will be $1.4 trillion, with $1.11 trillion from more coupon-bearing debt and the rest in bills, according to forecasts from Steven Zeng of Deutsche Bank. Annual new issuance will range from $1.25 trillion to $1.4 trillion over the next four years, he says.
The fiscal 2018 U.S. budget gap hit a six-year high of about $780 billion, and the Congressional Budget Office forecasts it will reach $973 billion in 2019 and top $1 trillion the next year. Over the next decade, the U.S. government will spend about $7 trillion just to service the nation’s debt, according to the CBO.
Despite the flood of supply, Treasury yields haven’t surged higher because demand hasn’t slackened for the world’s safest securities, which also act as a global benchmark. Yields on the five-year note, a tenor closely in line with the average maturity of U.S. debt at 69 months, has risen about 0.4 percentage point since 2017 and was about 2.60 percent on Monday. It’s down from a peak last year of 3.10 percent.

“With all these problems, we’re still in better shape than so many of the other advanced economies,” said Phillip Swagel, a University of Maryland professor and former Treasury official during the George W. Bush administration.
Investors aren’t so sanguine.
DoubleLine Capital LP’s Jeffrey Gundlach has warned that the U.S. economy will be plagued by an ocean of debt. He cited the fiscal 2018 rise in America’s national debt among risks in his annual webcast. Billionaire investor Seth A. Klarman, in a letter presented at the World Economic Forum in Davos, Switzerland, said global social tension, receding American leadership and rising debt levels all present a red flag.
Last year the Treasury also had to deal with a central bank that sped up the amount of debt it allowed to mature and roll off its balance sheet. The Fed’s Treasury holdings fell by about $230 billion in 2018, compared with a reduction of $18 billion in 2017. About $271 billion should roll off this year, according to JPMorgan Chase & Co.

“Net borrowing needs will continue to increase due to the expected increase in the deficit combined with funding needs coming from the Fed’s debt run off,” said Margaret Kerins, global head of fixed-income strategy at BMO Capital Markets Corp. “Given the global backdrop with Brexit and China’s economy slowing down, there is really a bid for safety, liquidity and quality -- which means Treasuries -- and that’s keeping yields in check to some degree.”

Hillary is getting desperate.
If you can't win on substance, use fear tactics. And Hillary is grasping for straws to do just that: she's trying to play the age card. She questioned Bernie's health, despite the fact that he went into work right after recently getting an elective surgery. The man is a rock. But Hillary's attack can impact the less informed who see his age and look no deeper.
What's worse, instead of owning her tactics, she let her Super PAC attack dog do the deed itself and then distanced her campaign from the attack. That way, she convinces less informed voters while still seeming reasonable to more informed voters. She's perfected the art of politics.
How can we discourage her from future such attacks? Unfortunately, we can't convince the entire electorate to think critically overnight. And because such attacks are in her nature, we'll never stop them entirely. That said, we can make a dent via fundraising: respond to attacks with campaign contributions to Bernie. She won't stop entirely, but she will think twice.

Paul Ryan isn’t happy about improved relations with Iran.
Secretary of State John Kerry released the following statementtoday, which has resulted in a very distraught Paul Ryan, because nothing scares Republicans more than rapprochement with an Islamic state:
I hereby confirm that the International Atomic Energy Agency has verified that Iran has fully implemented its required commitments as specified in Sections 15.1-15.11 of Annex V of the Joint Comprehensive Plan of Action (JCPOA). The U.S. sanctions-related commitments described in Sections 17.1-17.5 of Annex V of the JCPOA are now in effect.
In fact, today Ryan released the following statement on implementation of the Iran nuclear agreement:
Today, the Obama administration will begin lifting economic sanctions on the world’s leading state sponsor of terrorism. As the president himself has acknowledged, Iran is likely to use this cash infusion—more than $100 billion in total—to finance terrorists. This comes just weeks after Tehran’s most recent illegal ballistic missile test, and just days after the IRGC detained ten American sailors. A bipartisan majority in the House voted to reject this deal in the first place, and we will continue to do everything possible to prevent a nuclear Iran.
However, speaking from Vienna Saturday, Kerry said,
To get to this point, ladies and gentlemen, Iran has undertaken significant steps that many – and I do mean many – people doubted would ever come to pass. And that should be recognized, even though the full measure of this achievement can only be realized by assuring continued full compliance in the coming years. In return for the steps that Iran has taken, the United States and the EU will immediately lift nuclear-related sanctions, expanding the horizon of opportunity for the Iranian people. And I have even tonight, before coming over here, signed a number of documents over those sanctions that the State Department has jurisdiction over in order to effect that lifting.

In the words of the agreement itself, today – January 16th, 2016 – we have reached implementation day. Today marks the moment that the Iran nuclear agreement transitions from an ambitious set of promises on paper to measurable action in progress. Today, as a result of the actions taken since last July, the United States, our friends and allies in the Middle East, and the entire world are safer because the threat of a nuclear weapon has been reduced. Today we can confidently say that each of the pathways that Iran had toward enough fissile material for a nuclear weapon has been verifiably closed down.
None of this is good enough for Ryan and his Republican allies. It is not simply the United States and the Obama administration that are satisfied, but, as Kerry points out, China, France, Russia, the United Kingdom, and the United States, plus Germany. With as much as Republicans love Vladimir Putin, you would think Russia’s inclusion would, by itself, be enough to assuage their fears.
Steven Benen, while not specifically addressing Iran, writes onThe Maddow Blog about the “dystopian nightmare that only Republicans can see.” And if not talking about Iran, his point certainly holds true where the JCPOA is concerned. Republicans want so badly to attack Iran over one pretext or another, and it’s quite clear they are very unhappy things are currently going so well.

As you can see, Ryan forbore to mention that Iran actuallyreleased those ten sailors, not to mention an additional four hostages. For Ryan and for Republicans in general, the situation is one of unremitting doom and gloom.

It certainly won’t help Ryan’s mood that Hillary Clinton Saturday took a stern but un-warlike approach to Iran’s release of four American hostages and future compliance with the JCPOA.
What Ryan is actually promising here is that Republicans will do everything in their power to bring about a war with Iran. They’ve created a bogeyman all out of proportion to reality and their unwillingness to base their responses to facts rather than ideological fantasies means that they’ve left themselves no room to maneuver when it comes to what they think of as their “principles.”
