DOR/DLS Local Aid Estimates



After acting on various amendments to the House Ways and Means (HWM) Committee budget, the House approved its final FY2014 proposed budget last week. The final House budget increases Chapter 70 aid by $5.3 million over HWM estimates to provide for a 15 percent reduction in minimum contributions for above effort districts. Other amendments increase Regional School Transportation Reimbursements by $500,000 and provide funding for Smart Growth School Cost Reimbursements. Estimates for other cherry sheet accounts are unchanged from the original HWM estimates.

Updated local aid estimates have been posted to the Division of Local Services website at the link below:

Please be aware that these estimates are subject to change as the state budget process progresses. In particular, final Charter School and School Choice assessments may change significantly when updated with final tuition rates.

Oh Gracie, your face says it all. This sweet girls owner passed away, so she ended up at the ACC. The only owner she has ever known is gone, and Gracie just simply doesn’t understand why she is here. Just look at the confusion and fear on her face. Does she look like she deserves to be here? I don’t think so. Gracie is 5 years young, and is still cute as a button! She’s a sweet, gentile, shy girl that needs a little time to warm up to you. As a volunteer said, “ Gracie behavior inside the cage was ok; she was at the front of the cage as I approach but retreated as I open the cage but relaxed after I use soft vocalization and allow handling but she needs to warm up to you first. O/P stated that he was a friendly cat at home but she would be shy at first and become friendly ones she warms up.” This girl is a total sweetie that will fit right in with any family! The person that brought Gracie in says she is good with cats and all people, once she gets to know you. This sweetheart is just looking for a new best friend to keep company, she is looking for YOU! Come give Gracie the life she deserves, one full of love and affection. Be Gracie’s angel tonight!

It's mind-blowing that such a gorgeous, young guy, with a great evaluation, is on the list - but, he is. Please read his volunteer bio and foster/adopt him! I found myself straightening my clothes, fixing my hair and standing up taller - I mean, look at who I was with! Broadway is a friendly guy in a low key kind of a way - his plume of a tail wags gently as we meet other dogs, and as we exited the building he greeted each kenneled dog we passed. While he didn't like being tethered for photos he did great, sitting when I asked him to, and refusing my treats graciously as they were not to his liking! When we sat down together he nuzzled me with his hand to pet him - he is so gentle at first I didn't realize that was what he was doing! Broadway is likely housetrained taking care of business as soon as we exited the building. Broadway enjoyed the squirrels in the park, pulling after them a bit, thinking they would want to play. Sorry, Broadway! This handsome leading man is looking for a starring role in your heart."

I found myself straightening my clothes, fixing my hair and standing up taller - I mean, look at who I was with! Broadway is a friendly guy in a low key kind of a way - his plume of a tail wags gently as we meet other dogs, and as we exited the building he greeted each kenneled dog we passed. While he didn't like being tethered for photos he did great, sitting when I asked him to, and refusing my treats graciously as they were not to his liking! When we sat down together he nuzzled me with his hand to pet him - he is so gentle at first I didn't realize that was what he was doing! Helper Dog: A09633333 Broadway walked calmly on leash for his relief walk and may be house trained - toileted immediately when taken outside. He was friendly but not very sociable, and was more interested in the surroundings than the handler during the assessment. He was tense during handling, but had soft body language, but stands his ground, growling at assessor aggressively during the Tag interaction. Because of his arousal level from the Tag, the rest of handling was omitted. Broadway did not resist being handled while eating, and was easily pushed out of the food bowl, but was not interested in toys or rawhide. He was relaxed when approaching a friendly dog, but was not playful. Look: 1. Dog's eyes are averted. His ears are back, his tail is down, and he has a relaxed body posture. Dog allows head to be held loosely in Assessor's cupped hands. Sensitivity: 1. Dog stands still and accepts the touch, his eyes are averted, and his tail is in neutral position with relaxed body posture. Dog's mouth is likely closed for at least a portion of the assessment item. Tag: 4. Dog stands his ground while not cornered and growls at the Assessor with ears forward, body stiff, mouth closed and lips pursed when not growling. Food: 1. Dog lifts head and ceases eating when you reach to pull the bowl away or push him out. Toy: 1. No interest. Rawhide: 1. No interest. Dog-dog: 2. Dog approaches helper dog with tail at spine level, body not stiff, ears relaxed, lip long or neutral.

Night after night, we see beautiful cats with great behavior ratings that are on the list for a common cold. This cold is caught from the shelter and can be easily treated with some antibiotics and time. Miles is that cat tonight. Not only is Miles absolutely adorable but he is super sweet too. He rocked his behavior evaluation with his sniffs, rubs, and head butts. Please don't let this cutie pie be killed for a simple cold. Step up for Miles and save his life tonight!

DO NOT call the shelter and say you are adopting unless you truly intend on physically going to the shelter to adopt the cat. It ties up phones lines and is a waste of the staff's time to explain the adoption procedure over the phone for someone who is purposely not going to show up. They need every free second of their time to answer calls, assist actual adopters, process intakes, and care for the animals. More importantly, they will note the cats’s file that an adopter is en route which will prevent an actual adopter from saving the cat. This is considered a "fake adoption" hold and that is how animals fall through the cracks and end up being killed.

The Fraud of 'Globalization' and Economic Development

Free Trade's Murderous Role in Bangladesh

wrote yesterday about the "control frauds" (in which the person controlling a seemingly legitimate entity uses it as a "weapon" to defraud) that target purchasers of bad quality goods ("lemons") and employees. The example I used to explain these concepts was the collapse of the building housing garment factories in Bangladesh.

As I write, there are terrible reports indicating that the death toll is far greater than currently reported.
 
Again, the initial reports from a disaster often prove inaccurate in important ways so I urge caution and the need to confirm whether the newer reports are accurate.
 
The higher death toll is not what prompts this article. I write to discuss the intersection of control fraud, austerity, globalization, labor "reform," and economic development.
 
The Road to Bangladesh
 
The most interesting event I have participated in is the Kilkenomics Festival in Kilkenny, Ireland held in early November. It is an economics festival in which people with expertise in finance (dressed in jeans) partner with professional comics (dressed in suits) to discuss serious economic issues. The organizers sell roughly 3,000 seats to non-wonks from Ireland and Europe. The comedians keep us honest and minimize the jargon.
 
I appeared in six or seven events last November, including interviews with the BBC and Ireland's Pat Kenny on RTE. One of the subjects we discussed repeatedly was the intersection of austerity, "free trade" and labor "reforms." I made the point that the EU had a single game plan for the Eurozone's southern periphery. They inflicted austerity, forcing the Eurozone into a gratuitous second recession and the southern periphery into an über-Depression with unemployment rates significantly worse than the largest European economies generally suffered during the Great Depression. (Cynically, and the EU is a past master in cynicism, the EU refers to the result as a "mild recession." It also avoids the word "austerity" like the plague and calls it "pro-growth.")
 
What is far less well known in the United States is that Berlin has also demanded (successfully) that the "troika" (European Commission, the European Central Bank (ECB), and the IMF) insist that the nations of the periphery engage in labor "reforms." "Reform" is a word chosen for its positive connotations and its generality. There is certainly some variant of a labor "reform" that would be desirable in any nation. Unfortunately, what the troika means by labor "reform" is sharply lower working class wages.
 
The excuse for forcing lower working class wages is that doing so is essential to increase exports. The troika's recipe for the periphery's recovery is for every nation of the periphery to become a significant net exporter.
 
A nation with a sovereign currency can use three strategies to speed its recovery from a recession or a depression. The three strategies are not mutually exclusive. The nation can adopt fiscal stimulus, an aggressive expansion of the money supply, and it can devalue its currency (which makes it far easier to become a net exporter). A nation that adopts the euro, however, must give up its sovereign currency and its ability to employ any of these recovery strategies. It cannot employ a significant stimulus program because doing so would violate the (oxymoronic) "Stability and Growth" pact. It cannot expand the money supply because the ECB is controlled by German principles, which are based on the assumption that hyper-inflation lurks behind every corner. It cannot devalue its currency because it no longer has a sovereign currency.
 
The only strategy left in the tool chest for a nation that adopts the euro and is mired in recession or depression, therefore, is to become a substantial net exporter. There are two obvious problems with this sole remaining strategy. One, not all nations can be net exporters. One nation's export is the other nation's import. The more Germany is a net exporter the harder it is for other euro nations to be net exporters.
 
Two, the way for a nation to gain a competitive advantage in exports and increase its chances of becoming a net exporter is either to have a far more skilled workforce producing high value exports or to slash working class wages. Northern Italy can export luxury goods created by skilled craftsmen and designers. Spain, Ireland, Portugal, Southern Italy, and Greece have to out-compete poorer nations with far lower working class wages. The troika is actively encouraging each of these nations to lower working class wages. The problem I pointed out when I was in Kilkenny is that Ireland is trying to cut working class wages enough to out-compete Italy, but Italy is trying to cut working class wages to out-compete Spain, which is trying to out-compete Portugal, which is trying to out-compete Greece, which is trying to cut wages to out-compete Turkey. I argued that slashing working class incomes makes recessions worse, that it was impossible for everyone to be a net-exporter, and that this "race to the bottom" of working class wages would produce grotesque inequality and poverty in what used to be the developed world. I called the race to the bottom strategy the "Road to Bangladesh."
 
But, wearing my criminology "hat," I added that encouraging the "Road to Bangladesh" is criminogenic. As firms are forced by "free trade" to force lower wages on their workers if they wish to stay competitive with their competitors who manufacture goods in nations like Bangladesh, and as firms in Bangladesh engage in the same competition to constrain wages, the result can be murderous.
 
The least ethical firms that are most willing to steal from their employees (e.g., by failing to pay overtime) and place their lives and safety at risk in the workplace gain market share can produce a "Gresham's dynamic" in which bad ethics drives good ethics out of the workplace. As I explained in yesterday's article, they will also degrade the professions, regulators, and elected officials by suborning them to overlook the unsafe plants and the thefts from workers.
 
But here's the sting in the tail of my story about Kilkenomics. When I criticized the "Road to Bangladesh" strategy the conservative economists, I was appearing with rushed to praise Bangladesh as the model for successful economic growth through exceptionally low wages. They responded that if Portugal was in fact on the Road to Bangladesh it was actually on the road to success. Neo-classical economic dogma is intensely criminogenic.

Do-Nothing Congress Gives Inertia a Bad Name


If you want to see why the public approval rating of Congress is down in the sub-arctic range — an icy 15 percent by last count — all you have to do is take a quick look at how the House and Senate pay worship at the altar of corporations, banks and other special interests at the expense of public aspirations and need.

Traditionally, political scientists have taught their students that there are two schools of thought about how a legislator should get the job done. One is to vote yay or nay on a bill by following the will of his or her constituency, doing what they say they want. The other is to represent them as that legislator sees fit, acting in the best interest of the voters — whether they like it or not.

But our current Congress — as cranky and inert as an obnoxious old uncle who refuses to move from his easy chair — never went to either of those schools. Its members rarely have the voter in mind at all, unless, of course, that voter’s a cash-laden heavy hitter with the clout to keep an incumbent on the leash and comfortably in office.

How else to explain a Congress that still adamantly refuses to do anything, despite some 90 percent of the American public being in favor of background checks for gun purchases and a healthy majority favoring other gun control measures? Last week, they ignored the pleas of Newtown families and the siege of violence in Boston and yielded once again to the fanatical rants of Wayne LaPierre and the National Rifle Association. In just the first three months of this year, as it shoved back against the renewed push for controls, the NRA spent a record $800,000 keeping congressional members in line.

And how else to explain why corporate tax breaks have more than doubled in the last 25 years? Or why the Senate and House recently gutted the STOCK Act requiring disclosure of financial transactions by White House staff and members of Congress and their staffs and prohibiting them from insider trading? It was passed into law and signed by President Obama last year — an election year — with great self-congratulation from all involved. But fears allegedly arose that there might be security risks for some in the executive branch if their financial business was known.

That concern was examined by the Columbia Journalism Review, which “consulted four cybersecurity experts from leading think tanks and private security consultancies. Each came to the same conclusion: that Congress’s rationale for scrapping the financial disclosure rules was bogus.” Nonetheless, the House and Senate leapt at the opportunity to eviscerate key sections of the STOCK Act when almost no one was watching. And the president signed it.

Then there’s the fertilizer plant in West, Texas, where last week, fire and explosion killed at least 15 — 11 of them first responders — and injured more than 200. The Reuters news service reported that the factory “had last year been storing 1,350 times the amount of ammonium nitrate that would normally trigger safety oversight by the U.S. Department of Homeland Security.” Why wasn’t Homeland Security on top of this? For one thing, the company was required to tell the department — and didn’t. For another, budget cuts demanded by Congress mean there aren’t enough personnel available for spot inspections.

Same goes for the Occupational Safety and Health Administration — OSHA. The plant hadn’t been inspected in nearly thirty years, and there are so few OSHA inspectors in Texas that it would take 98 years for them to take a look at each workplace in the state once. According to the non-partisan reform group Public Campaign, “Already only able to conduct 40,000 workplace inspections a year in a country with seven million worksites, OSHA will see its budget cut by an additional 8.2 percent this year on account of the sequester.”

Twelve members of Congress want to make a bad situation even worse, sponsoring the industry-backed General Duty Clarification Act; its banal title hiding that, as reported by Tim Murphy at Mother Jones magazine, “The bill is designed to sap the Environmental Protection Agency of its powers to regulate safety and security at major chemical sites, as prescribed by the Clean Air Act.”

“‘We call that the Koch brothers bill,’ Greenpeace legislative director Rick Hind says, because the bill’s sponsor, GOP Rep. Mike Pompeo, represents the conservative megadonors’ home city of Wichita, Kansas. (The sponsor of the sister legislation in the senate, GOP Sen. Pat Roberts, represents the Kochs’ home state of Kansas.) The brothers have huge investments in fertilizer production, and Hind thinks they’ll ultimately get what they want, whether or not the bill becomes law.”

No coincidence, perhaps, that the sponsors of the House bill and Senator Roberts, Public Campaign reports, “have collectively taken over $670,000 from the chemical manufacturing industry over their careers.” Since 2011, the industry has spent $85.1 million lobbying.

Congress quietly acquiesces as the regulations meant for our safety are whittled away. The progressive website ThinkProgress notes that even though food related infections — which kill 3,000 and sicken 48 million Americans each year — rose last year, congressional and White House budget cuts may mean up to 600 fewer food inspectors at meat and poultry plants, leaving it up to the industry to police itself. That rot you’re smelling isn’t just some bad hamburger.

It’s true that ninety-two percent of Americans say, yes, reducing the deficit and spending cuts are important, but all on their own the people have figured out cuts that make more sense than anything Congress and its corporate puppeteers want to hear about. Mattea Kramer, research director at the National Priorities Project, says “a strong majority” — 73 percent of us — want a reduced reliance on fossil fuels, and fifty percent want something done about climate change. A carbon tax would help with both, and raise an estimated $125 billion every year. Response from Congress: crickets.
Fifty eight percent of the U.S., according to Gallup, wants “major cuts in military and defense spending,” the average American favoring a reduction of 18 percent. Good luck — the Pentagon and defense contractors already are bellowing about the puny 1.6 percent reduction called for in the new White House budget.

Mattea Kramer writes that Americans for Tax Fairness, a coalition of 280 organizations, has “identified 10-year budgetary savings of $2.8 trillion simply by limiting or eliminating a plethora of high-income and corporate tax loopholes.” Congress is busily revising the tax code as we speak but how many of those loopholes and other perks like credits and deductions do you bet will go away?
Not many if the lobbying industry has anything to do with it. The House Ways and Means Committee has eleven working groups considering rewrites and according to the congressional newspaper The Hill, they’re quietly meeting with lobbyists and other interests – “deep pocketed players” — all the time. Keep your eye on who’s donating to the re-election campaigns of each of those working group members as we move toward the midterms next year.

Over on the Senate side, The New York Times recently reported those seeking to cut taxes and hang onto their incentives as the code is revised have found one strategy that seems to work – hire firms that employ former aides to Democratic Senator Max Baucus, chairman of the Senate Finance Committee. The Times analyzed lobbying files and found at least 28 of his ex-staffers “have lobbied on tax issues during the Obama administration – more than any other current member of Congress.”
Reporter Eric Lipton writes, “… Many of those lobbyists have already saved their clients millions — in some cases, billions — of dollars after Mr. Baucus backed their requests to extend certain corporate tax perks, provisions that were adopted as part of the so-called fiscal cliff legislation in January.”

Senator Baucus’ spokesman was quick to say that his boss regularly rejects requests as well, but the fact is, he added, “Oftentimes good policy can indirectly benefit someone. That doesn’t mean it shouldn’t be done.”

Just so. Which is why, for example, Senator Mitch McConnell, the Republican minority leader who likes to complain about the current tax code’s four million words of red tape — seven times the length of War and Peace — will doubtless support tightening loopholes, right? A January report from Public Campaign Action Fund, found that, “Companies that lobbied against bringing jobs back to America and ending tax breaks for offshoring have given McConnell one million dollars to win his elections and look out for their interests.” In other words: don’t hold your breath.

No wonder the biggest newspaper in his native Kentucky said in a recent editorial that McConnell “has long ceased to serve the state, instead serving the corporate interests he counts on for contributions and leading obstruction that continues to plague Congress.”

Sadly, such is the way of Washington, home of the scheme and the fraud, where the unbreakable chain between money and governance weighs heavy and drags us ever deeper into a sinkhole of inaction and mediocrity.
