Billionaire Koch Brothers Gear Up To Spend Hundreds Of Millions in 2014

It’s a been busy month for the billionaire right-wing donors and industrialists Charles and David Koch. The brothers, along with their spiderweb of dark money groups, are actively raising vast sums of money to influence federal, state, and even local elections and promote policies that benefit their bottom line at the expense of everyone else.
Here is some of the latest reported news of what the Kochs are up to these day:
  • Planning To Spend Nearly $300 Million On The 2014 Elections. In an exclusive retreat at a fancy California resort near Laguna Beach last week, the Koch brothers and wealthy allies unveiled a new strategy for the 2014 elections with an initial fundraising target of $290 million. The retreat, which featured political allies including Sen. Marco Rubio of Florida and libertarian political scientist Charles Murray, is the most recent of a number of big and small gatherings so far to appeal to select wealthy conservative donors.
  • Starting A New Dedicated Anti-Environment Effort. As leaders of a vast oil-and-gas conglomerate, the Koch brothers have a direct financial interest in blocking regulations to curb carbon pollution. They already fund a multitude of right-wing anti-environment groups, including the American Energy Alliance, which has targeted Democrats for potentially supporting a carbon tax. Now, the Kochs are dedicating a new initiative under their central fundraising network Freedom Partners that will aim to repeal successful state renewable energy standards and block the president’s proposed regulations to cut carbon emissions from power plants.
  • Launching A New Super PAC To Spend Millions In Direct Support For Right-Wing Candidates. Previously, the Koch brothers mostly funneled their unprecedented political spending into issue-based attack ads slamming progressive policies. That’s now changing. As reported yesterday, the Koch network is starting a new Super PAC called Freedom Partners Action Fund that plans to spend at least $15 million in 2014 supporting right-wing candidates (as well as attacking progressives, as you might expect).
  • Continuing To Invest Heavily In State And Local Policymaking. Americans For Prosperity, traditionally the Koch brothers’ most active political arm, is ramping up staff in states across the country to prepare for the 2014 elections and give a more intense focus toward state and local politics and policy. Paid staff is now at 240 in 32 states, up from 100 in 2010. The group’s president, Tim Phillips, isn’t shy about their desire to influence policy at any level: “at the state level, I would argue, it’s been a once-in-a-generation moment of free-market policy victories.”
Meanwhile, Senate Majority Leader Harry Reid has been working to expose the influence that the Koch brothers have on American politics. In the wake of the recent Supreme Court decisions striking down contribution limits, he has forcefully pushed for a constitutional amendment to put limits on campaign spending and called the flood of dark money like the Koch brothers’ “the greatest threat to our democracy that I have witnessed during my time in public service.”
BOTTOM LINE: The Koch brothers’ enormous spending to influence elections and policy outcomes is not slowing down at all in 2014. If anything, it is becoming more expansive, with new organizations joining the network and an increased focus on the state and local level. The more they spend trying to influence our political system to protect their bottom lines at the expense of everyone else, the more important it becomes to expose their goal and work to stop their outsized influence.

Koch-Backed Groups Celebrate Squashing Ron Binz’s FERC Nomination

As feared, conservative groups backed by the billionaire Koch brothers successfully killed the nomination of Ron Binz to lead the U.S. Federal Energy Regulatory Comission (FERC). Binz, a former Colorado energy regulator, withdrew his name from consideration Monday evening as the Senate Energy and Natural Resources Committee seemed unlikely to approve his nomination, and began considering other candidates for the post.

The confirmation for FERC is typically not contentious, as it is a relatively arcane energy regulatory body in Washington. But Binz himself told Politico his nomination sunk as the energy industry “spun and respun” his record to make it seem like he was unfairly biased against coal. “It was just a blood sport,” he said.

And Koch-funded fossil fuel group American Energy Alliance celebrated their victory in that sport, saying Obama’s climate agenda “just got Binz’d,” as reported by Politico.

A bipartisan group of twelve former FERC commissioners countered the idea that Binz was a coal-hating ideologue, writing he would “be a fair and impartial judge and further the public interest within the FERC’s authority,” in the Wall Street Journal. Other supporters included Ralph Izzo, CEO and President of New Jersey utility PSEG, and Mindy Lubber, president of Ceres and a director of a group of 100 institutional investors managing nearly $10 trillion in assets focused on the business risks and opportunities of climate change.

Binz seemed baffled by the partisan opposition marshaled against him. “I came to Washington with this 35-year career behind me only to encounter a fictional Ron Binz, a fictional character that I didn’t recognize and I would never even support,” he told Politico.

The ten Republicans and one Democrat, Joe Manchin (D-WV), on the committee who opposed Binz received a combined total of nearly $3.4 million in oil and gas industry contributions over their careers, compared with $1.8 million combined for the 10 Democrats and one independent who did not. And 14 far-right groups, all but one connected to the Koch brothers, signed onto a letter to the committee, pushing the idea that Binz was committed to destroying fossil fuels and raising energy prices.

As the Energy Committee considers other candidates for FERC chair, the impact of politicizing the post could be large. Binz told Politico his concerns that, “If this kind of handling of a nomination becomes … the new normal, that’s going to make it a lot more difficult for good energy policy to grow.”

How The Koch Brothers Are Going To Kill The Nomination Of Ron Binz

Sen. Tim Scott (R-SC) announced on Thursday that he will vote against Ron Binz, President Barack Obama’s nominee to lead the U.S. Federal Energy Regulatory Commission (FERC). Just hours later, a Democratic spokesman on the Senate Energy and Natural Resources Committee said other candidates are being considered for the post.

“The [Senate Energy and Natural Resources] Committee is aware that other candidates are being considered to lead FERC,” said Keith Chu, a spokesman for the committee’s Democratic leadership.

This development in the confirmation process will make it very difficult, if not impossible, for the Senate Energy and Natural Resources Committee to approve the nomination unless someone on the panel changes their mind.

By most accounts, Binz is seen as the best man for the job. Twelve former FERC commissioners have said that he would “be a fair and impartial judge and further the public interest within the FERC’s authority.” Commissioners for FERC are usually accepted without many problems. But Binz’s confirmation process has drawn unprecedented attention and become a lightning rod of partisan politics.

So what is going on? Why has a normally procedural process turned into a confusing and overtly partisan polemic? The fossil fuel industry and a coalition of conservative groups led by billionaire businessmen Charles and David Koch-funded American Energy Alliance are likely to blame.

At last week’s Energy and Natural Resources Committee hearing, Sen. Lisa Murkowski (R-AK), the top Republican on the energy panel and recipient of $158,100 of Koch-funded contributions, said she would “reluctantly” not be able to support his nomination. A day later coal-state Democrat Sen. Joe Manchin (D-WV) broke ranks with fellow Democrats on the committee by making the surprise decision to vote against Binz.

Sen. Mary Landrieu (D-LA), whose vote Binz will need to just break even for a vote of the 22-member Senate Energy and Natural Resources Committee and who has received $142,500 of Koch-funded contributions over her career, is looking less likely to approve Binz’s nomination.

Landrieu is up for re-election this year, and her 2014 senatorial opponent has made Binz a sticking point, asking Landrieu to “withhold” support. Landrieu depends on a substantial share of Republican and independent voters to win re-election. She has won her past two races in large part because of her avowed support for oil and gas.

A letter was also sent to the committee before the hearing last week, claiming that Binz would act to carry out President Obama’s plan to make electricity prices “necessarily skyrocket” or that he sees natural gas as a “dead end.” It was signed by Americans for Prosperity; the Competitive Enterprise Institute; the National Taxpayers Union; and 10 other fossil fuel-backed groups.

All but one of the groups that signed the letter have confirmed ties to the Koch brothers.

This is not the first time the AEA has muscled its way into a debate with money. Last year the AEA made opposing the production tax credit for wind a priority, which turned out to be a failed effort.
