RSN: New York's Cuomo Tries to Bail Out Dying Nukes

ENTERGY is the owner of the Pilgrim Nuclear Power Plant located in Plymouth, Massachusetts which also has had a troubled history.

Pilgrim is of the same age and construction as Fukushima.

It should be noted that New York State stuck ratepayers with the construction and decommissioning costs of a plant that was fully contaminated because it had been allowed to 'power up.'

Shoreham Nuclear Power Plant

EXCERPT:
In 1983, Suffolk County determined that the county could not be safely evacuated in the event of a serious nuclear accident at the plant. Governor Mario Cuomo ordered state officials not to approve any LILCO-sponsored evacuation plan—effectively preventing the plant from operating at full capacity. The plant was completed in 1984 and in 1985 LILCO received federal permission for low-power (5 percent power) tests.
By 1989, it became apparent that not enough local communities would sign on to the evacuation plan for the plant ever to be able to open. On May 19, 1989, LILCO agreed not to operate the plant in a deal with the state under which most of the $6 billion cost of the unused plant was passed on to Long Island residents. In 1992, the Long Island Power Authority bought the plant from LILCO. The plant was fully decommissioned in 1994.

ew York’s “liberal” Governor Andrew Cuomo is trying to ram through a complex backdoor bailout package worth up to $11 billion to keep at least four dangerously decrepit nuclear reactors operating.
To many proponents of safe energy, the move comes as a shock. Its outcome will have monumental consequences for nuclear power and the future of our energy supply.
For years, Governor Cuomo has made a public show of working to shut down two Entergy-owned reactors at Indian Point, thirty-five miles north of Manhattan. He and New York Attorney General Eric Schneiderman have fought Entergy in court, trying to stop operations. They warn that the reactors are too dangerous to run so close to New York City, which cannot be evacuated in case of a major accident.  More than ten million people live within a fifty-mile radius of Indian Point, whose two operating reactors opened in the 1970s.
Entergy is now trying to get the Nuclear Regulatory Commission to extend the expired operating licenses for the two plants, Indian Point Two and Three. (Indian Point Unit One was shut in October 1974 due to its lack of an Emergency Core Cooling System).
Cuomo claims he still wants to close Indian Point Two and Three. Like most aging reactors, they have been continually plagued with leaks, mechanical failures, structural collapse, and unplanned shutdowns.Recent revelations of major problems with critical bolts within Indian Point’s core structure, and tritium leaks into the broader environment, have deepened public opposition.
The national and local groups fighting to shut Indian Point, some for decades, include Riverkeepers, Clearwater, the Indian Point Safe Energy Coalition, the Nuclear Information & Resource Service, Beyond Nuclear, Friends of the Earth, and many more.
But now Cuomo wants to earmark more than $7 billion in public money, for starters, to keep four upstate nuclear reactors on line. One is the Ginna reactor, near Rochester; the other three—FitzPatrick, Nine Mile Point One, and Nine Mile Point Two—occupy a single site on Lake Ontario. Fitzpatrick is owned by Entergy. The rest are owned by Exelon, the nation’s largest nuclear power owner/operator.
All four reactors are in various stages of advanced deterioration and were slated for permanent closure. Without massive public subsidies, none can compete with natural gas or with wind and solar, which are rapidly dropping in price.
Entergy announced last fall that economic factors would force it to shut Fitzpatrick in January 2017. Exelon told the New York Public Service Commission that it would probably shut Nine Mile 1 and Ginna next year as well.
Environmentalists hailed the announcements. The aging U.S. fleet now involves about 100 reactors, down from a maximum of about 130, and 900 fewer than the 1,000 Richard Nixon predicted in 1974. Many of them, like Ginna, are well over forty years old. Many are known to be leaking various radioactive substances, most commonly tritium, as at Indian Point. Major leaks have also recently been revealed at FitzPatrick. Structural problems like Indian Point's missing bolts and a crumbling shield building at Ohio’s Davis-Besse are rampant.
Nonetheless, in a complex twelve-year package ostensibly meant to promote clean energy, Cuomo’s PSC has passed a huge subsidy plan meant keep the four upstate reactors going
The deal’s arcane terms involve a transfer of Fitzpatrick from Entergy to Exelon.  The handouts from the public to the nuclear industry would be spread over more than a decade. Ironically, they could, under certain circumstances, also be used to keep open the two reactors at Indian Point.
Cuomo has made much of “saving” some 2,000 reactor jobs jobs in a depressed region where unemployment is rampant. But Stanford economist Mark Jacobson has shown that the billions spent to keep the reactors open could create tens of thousands of jobs throughout the state if spent on pursuing wind and solar energy and increased efficiency. Those sources could provide New York with far more energy at a much cheaper rate, without the long-term safety, ecological, and public health problems caused by the aging reactors.
Cuomo has also cited former climate expert James Hanson, claiming the prolonged nuke operations will not emit carbon. But the pro-nukers ignore the four reactors’ huge hot water and steam releases.
U.S. reactors each dump some 800 million to 1.25 billion gallons of hot water and steam into the environment every day, a major source of global warming. The estimate for the daily emissions at California’s double-reactor plant at Diablo Canyon is about 2.5 billion gallons of hot water per day. Only about one-third of the energy U.S. reactors produce actually makes it onto the grid in the form of useable electricity. About ten percent of that is then lost in transmission.
Nuke operators throughout the United States are watching to see if New York’s proposed subsidies will keep set a precedent for states to jump in and keep money-losing reactors operating as they crumble. Exelon has lost a fight for billions in Illinois. Environmental, consumer, and even competing utilities are fighting huge bailout demands from FirstEnergy for its Davis-Besse reactor near Toledo.
At the turn of the twenty-first century, the industry fought for deregulation, arguing that its reactors would do well in a “free market economy.” But in the process it demanded (and got) about $100 billion in public handouts for “stranded costs” that it argued were unfairly imposed on its massively inefficient technology.
Now that the reactors are failing even after that huge cash infusion, the industry wants another round of huge subsidies
Meanwhile, there are some positive signs. In California, a turning-point deal has been cut at Diablo Canyon with the state, Pacific Gas & Electric, the plant’s unions and major environmental groups to shut the two huge reactors in about nine years, when their licenses expire. In the meantime, the utility will shift almost entirely to carbon-free wind and solar, and will “retain and retrain” the bulk of the plant’s workers.
California’s anti-nuke community worries that the nine years left for Diablo to operate are too much. The two reactors sit on or near a dozen earthquake faults, and are just forty-five miles from the San Andreas, half the distance Fukushima was from the epicenter of the quake that destroyed it.
But the deal marks the first time a nuclear utility has admitted that all the power from its reactors can come instead from renewables. And it’s the first major phase-out plan to allow for a transition for both the plant’s workers and the nearby communities, which will lose a substantial tax base when the reactors close.
With such developments as a backdrop, the New York fight could be a serious turning point in nuke power’s last battle.
The reaction among New York anti-nuke groups to Cuomo's handout has been fierce. The battle heads back to the PSC in the form of public comment, and then into the courts. Opponents are buoyed by the growing success of the state’s solar industry. As the interests tied to Solartopian technologies expand, their opposition to bailouts like this escalates.
It’s unclear how the battle over nuclear power in New York will be resolved. “The fight,” promises Tim Judson of the Nuclear Information and Resource Service, “is far from over.”

SAPE: Urgent Help Needed to Stop Construction! Rally in Peekskill This Sunday, April 3!

We all know the environmental destruction caused by FRACKING, the drinking water contamination, increased earthquakes, the unexplained illnesses of those living nearby, the environmental disaster at Porter Ranch Gas Leak in California that spewed METHANE unabated.

FRACKED GAS PIPELINES are being proposed with some slick public relations gimmicks, all intended to conceal the overseas shipment of FRACKED GAS.

Below is a map of proposed FRACKED GAS PIPELINES.
Click on the image to enlarge.

Dear Friends,

We URGENTLY NEED YOUR HELP to send a message to decision makers that the Spectra Algonquin Incremental Market (AIM) Fracked Gas Pipeline cannot go forward!

It cannot be allowed to proceed, because it is sited next to the aging Indian Point nuclear facility, (constructed on 2 earthquake faults). The addition of this fracked gas pipeline to the already dangerous nuclear plant puts the entire Hudson Valley in extreme jeopardy and would cause catastrophic, long-term damage to a widespread area, including New York City in the event of an accidental or terrorist-caused explosion.

PLEASE DON'T LET THE HUDSON VALLEY BECOME THE NEXT FOSSIL FUEL SACRIFICE ZONE! Come to the Rally presented by Stop the Algonquin Pipeline Expansion (SAPE) and Food and Water Watch to say NO to this very dangerous pipeline. And bring your friends and neighbors!

Where: Riverfront Green, Peekskill, New York
Date: Sunday, April 3, 2016
Time: 2pm - 4pm For more information, visit

https://www.facebook.com/events/482075901917648/

If you will attend, please add your name to the attendees list on the above Facebook link. Governor Cuomo asked the Federal Energy Regulatory Commission (FERC) for a stay of this fracked gas pipeline, until a risk analysis is completed by key NYS agencies. FERC denied the governor's request for this construction delay, thus refusing to protect the health and safety of New Yorkers. We need you to add your voice to say this is not acceptable.

Please help us to fight this dangerous pipeline and protect New York State residents.
Thank you!

The Nuclear Regulatory Commission (NRC) announced Wednesday that Pilgrim Nuclear Power Plant in Plymouth will likely face escalated enforcement actions following a recently completed investigation.
The enforcement is the result of an investigation into a security matter at the Entergy-owned nuclear facility. The NRC Regional I Field Office initiated the investigation on November 14, 2014, according to a letter from the NRC to Pilgrim.
The investigation was into a security officer who was alleged to have failed to conduct scheduled fire watch tours and falsified fire watch logs. In all, the security guard who was not identified, falsified more than 200 log entries during a two-year period (June 1, 2012 to June 26, 2014), the letter said. The guard initially denied falsifying the records, but eventually admitted to having done so. NRC identified two apparent violations.
“The failure to conduct scheduled fire watch tours could have delayed detection of fire,” the letter said.
According to NCR, no other security officers or security supervisors were cited during the investigation.
Having found evidence to support the failed fire watch allegations, the NRC is considering escalated enforcement actions. Pilgrim will have the option of accepting the violations as outlined by NRC in the letter or requesting a pre-decisional enforcement conference or requesting an alternative dispute resolution.
As Pilgrim had conducted their own investigation and took corrective actions, the plant is not likely to face a civil penalty, the letter said.
Should Pilgrim request either a pre-decisional enforcement conference or an alternative dispute resolution, the public will be notified of the dates and the outcome, but will not be admitted to the hearings.

The Indian Point nuclear facility reported “alarming levels” of radioactivity in three water monitoring wells.

Radioactive water overflowed into the groundwater at the upstate Indian Point nuclear power plant, officials said Saturday.

Gov. Cuomo said the plant’s operator, Entergy, reported “alarming levels” of radioactivity at three monitoring wells, with one well’s radioactivity increasing nearly 65,000%.

The Buchanan plant reported that the contamination did not migrate offsite and does not pose a threat to public health.

Cuomo said he was informed of the tritium-contaminated water leak Friday and asked the Department of Environmental Conservation and the Department of Health to investigate the incident.

“Our first concern is for the health and safety of the residents close to the facility and ensuring the groundwater leak does not pose a threat,” Cuomo said.

The site, roughly 35 miles north of New York City, has been under increased scrutiny from Cuomo and other officials following several incidents. In December, Cuomo ordered an investigation into Indian Point after a series of unplanned shutdowns, citing potential risks to both the city and surrounding suburbs.

Cuomo said the “latest failure at Indian Point is unacceptable.”

According to Neil Sheehan, a spokesman for the Nuclear Regulatory Commission, the leak occurred after a drain overflowed during a maintenance exercise while workers were transferring water containing high levels of radioactive contamination.

A sump pump that would normally filter the water into another treatment system was out of service, Sheehan said.

Other state officials also blasted the controversial nuclear facility’s most recent mishap.

Assemblywoman Ellen Jaffee (D-Suffern)said she was concerned not only for the surrounding community but also for the “impact this radioactive water may have on public health and our environment,” Jaffee added.

U.S., 11 nations sign contested Trans-Pacific corporate takeover; Sanders vows to kill it if elected | 03 Feb 2016 | Representatives of a dozen nations met in New Zealand to sign the debated Trans-Pacific Partnership, which seeks to bolster economies and investments between the United States and a number of Pacific Rim governments. The TPP agreement was signed by the parties on Thursday, New Zealand time, during a formal ceremony in Auckland. Among the deal's opponents is a man who could succeed Obama in the White House -- Vermont Sen. Bernie Sanders, who pledged Wednesday to kill the TPP agreement if he gets elected. "As your president, not only will I make sure that the TPP does not get implemented, I will not send any trade deal to Congress that will make it easier for corporations to outsource American jobs overseas," he said. TPP protesters shut down central Auckland as ministers sign controversial deal | 04 Feb 2016 | Earlier, central Auckland grounded to a halt as trade ministers signed the TPP. All streets around Sky City Convention Centre and motorway on and off ramps leading to the central business district were blocked by protesters. Former Green MP Sue Bradford was in a protest group that had partially blocked access to the Auckland Harbour Bridge from the city...By 10.20am, up to 1000 protesters were at the scene.
Why H-1B visa-loving Microsoft stole Iowa for low-polling corporatist fraud Rubio: After Obama Signs Trans-Pacific Partnership, Sessions Demands Candidates Reveal Their Position on 'Trade' Deal | 04 Feb 2016 | President Obama's trade representative signed the Trans-Pacific Partnership agreement, one of the largest multinational trade agreements [corporate takeover] in history. Following the signing of the agreement, Sen. Jeff Sessions (R-AL), who has been the fiercest GOP opponent in Congress of President Obama's globalist trade agenda, called upon every elected official and every Presidential candidate to reveal "where they stand on the TPP." ...While every other top polling candidate has made his stance on the issue known, Sen. Marco Rubio (R-FL) is refusing to tell voters whether he will vote the TPP, which he previously endorsed as the "second pillar" of a President Rubio's three-pillar foreign policy strategy. Rubio also voted to fast-track the Trans-Pacific Partnership despite the fact that he continues to provide no evidence that he ever read the deal before doing so. However, Rubio is now refusing to reveal whether he will vote for the trade deal he endorses. Since Rubio has never retracted his support for TPP, it would thus be accurate to say he still regards the agreement as a "pillar" as his hoped-for Presidency.
Pentagon releases 200 images of torture of military prisoners in Iraq and Afghanistan but another 1,800 still remain secret --Pictures led to 65 service personnel being disciplined, officials added Images were released after decade-long legal fight --Campaigners say the remaining 1,800 pictures show systemic abuse of prisoners including executions, mock executions and torture | 05 Feb 2016 | The Pentagon has today released almost 200 photos of abuse torture carried out against military detainees prisoners in Iraq and Afghanistan during U.S. military involvement there. The 198 images, taken between 2004 and 2006, are mostly blurry, grainy pictures showing detainees' arms and legs covered with bruises and cuts. According to Pentagon officials the images were linked to 56 cases of alleged abuse by U.S. forces, of which 14 cases were deemed to be valid, with 65 service personnel disciplined as a result...Friday's release echoes images leaked to the media a decade ago showing the apparent torture of prisoners at the now-notorious Abu Ghraib jail in Iraq.
UN panel urges UK and Sweden to end Julian Assange's 'deprivation of liberty' | 05 Feb 2016 | The WikiLeaks founder Julian Assange has been arbitrarily detained by the UK and Sweden since he was arrested in London in December 2010, according to a United Nations report. As anticipated, the finding by the Geneva-based UN working group on arbitrary detention criticises legal action against Assange by both European governments and blames them for preventing him from leaving the Ecuadorian embassy in Knightsbridge. The panel calls on the Swedish and British authorities to end Assange's "deprivation of liberty", respect his physical integrity and freedom of movement and offer him compensation.
Julian Assange says he will 'accept arrest' on Friday if UN rules against him | 04 Feb 2016 | The WikiLeaks founder Julian Assange says he will agree to be arrested by British police on Friday if a UN investigation into his three-and-a-half years holed up in the Ecuadorian embassy in central London does not rule that he is being illegally detained. Assange has been living in the Ecuadorian embassy since June 2012, after Swedish authorities sought his extradition. He has not been charged with any offence, but has been sought for questioning in Sweden in relation to sexual assault allegations made against by two women [CIA trolls] against him. The United Nations working group on arbitrary detention is set to hand down a determination on Assange's case on Friday morning.
Twitter suspends over 125,000 accounts for 'promoting terrorist acts' | 06 Feb 2016 | Twitter Inc has shut down more than 125,000 terrorism-related accounts since the middle of 2015, most of them linked to the Islamic State group, the company said in a blog post on Friday. Twitter has said it only takes down accounts when they are reported by other users, but said that it has increased the size of teams monitoring and responding to reports and has decreased its response time "significantly." Twitter's announcement comes as many tech companies corpora-terrorists -- led by Facebook [FaCIAbook] -- have taken stronger steps to police controversial content online in the face of threats from legislators to force the companies to report "terrorist activity" on their sites to law enforcement.
Terrorism Suspects Are Posing as Refugees, Germany Says | 05 Feb 2016 | An Algerian couple, suspected of planning a terrorist attack in Berlin and arrested on suspicion of belonging to the Islamic State, entered Germany late last year and applied for asylum as Syrian refugees -- part of a pattern of terrorism suspects entering Europe under the guise of fleeing war, the German authorities said Friday. The police in Berlin published a photo they said was of the husband, showing a bearded man with his face blacked out, pointing a pistol at the camera, with two Kalashnikov rifles propped up beside him on a sofa strewn with other weapons. The photo was believed to have been taken in Syria, where German media reports said the man had received terrorist training with the Islamic State [I-CIA-SIS].
Arrested Islamists may have been targeting Berlin: police --Berlin daily Tagesspiegel says popular tourist spot Checkpoint Charlie - once the most famous crossing in the Berlin Wall - was to be hit, citing security sources. | 04 Feb 2016 | Prosecutors have said that Islamists arrested in Berlin and western Germany on Thursday may have been planning an attack on the capital. "It is about the possible planning of a terror attack in Germany, concretely in Berlin," state prosecution spokesperson Martin Steltner told news wire Dpa. There are conflicting reports in the media about what the exact target of the attack was, with tabloid Bild citing investigators who say it was Alexanderplatz, the iconic centre of the former east of the capital.
2 New York City Police Officers Are Shot | 04 Feb 2016 | Two New York City police officers were shot on Thursday night in a public housing complex in the Bronx, law enforcement officials said. The police said the injuries did not appear to be life-threatening. The circumstances were not immediately clear, but one law enforcement official said the officers were on duty in the Melrose neighborhood when they were shot near 156th Street, which runs between the Melrose and Jackson Houses, both New York City Housing Authority complexes.
Michigan emails show officials knew of Flint water disease risk | 04 Feb 2016 | Emails between high-ranking Michigan state officials show they knew about an uptick in Legionnaires' disease and it could be linked to problems with Flint water long before Governor Rick Snyder (R-Terrorist) said he got information on the outbreak. A spokesman for Snyder rejected the report by the liberal group Progress Michigan on Thursday. Emails obtained by the group show Snyder's principal aide, Harvey Hollins, was made aware of the outbreak and a possible link to the use of Flint River water last March. Snyder said in January he had just learned about the rise in Legionnaires cases.
Iowa Democratic party altered precinct's caucus results | 05 Feb 2016 | In the Iowa Democratic party's chaotic attempt to report caucus results on Monday night, the results in at least one precinct were unilaterally changed by the party as it attempted to deal with the culmination of a rushed and imperfect process overseeing stealing the first-in-the-nation nominating contest. In Grinnell Ward 1, the precinct where elite liberal arts college Grinnell College is located, 19 delegates were awarded to Bernie Sanders and seven were awarded to Hillary Clinton on caucus night. However, the Iowa Democratic party decided to shift one delegate from Sanders to Clinton on the night and did not notify precinct secretary J Pablo Silva that they had done so. Silva only discovered that this happened the next day, when checking the precinct results in other parts of the county.
Des Moines Register calls for audit of Sanders-Clinton result in Iowa | 04 Feb 2016 | The Des Moines Register is calling for a "complete audit" of the Iowa Democratic caucuses in light of concerns by Bernie Sanders about the razor-thin margin. "Once again the world is laughing at Iowa. Late-night comedians and social media mavens are having a field day with jokes about missing caucus goers and coin flips," the Register's editorial board writes Wednesday night...The Register, which endorsed Clinton, is calling for a full audit that would include a release of raw vote totals and the results of coin tosses.
Heads up! Microsoft's Iowa Vote 'Count' a Dry Run for Bigger Corporate Role in U.S. Election Process | 02 Feb 2016 | The use of Microsoft’s vote-counting rigging technology in Monday's Iowa Caucus may foreshadow a future in which corporate technology plays a central role in U.S. 'elections,' raising concerns about the possibility of private firms skewing the democratic process. In a disclosure largely unreported by the news media last year, President Obama's Special Commission on Election Reform recommended that commercial software and computers, such as iPads, be used to accurately record and count Americans' votes -- even though companies' financial interests can be helped or hurt by the outcome of those elections...Already, some political participants are raising the alarm about Microsoft leaders' ties to presidential candidates.
Ron Paul: Cruz 'owned by Goldman Sachs' | 05 Feb 2016 | Former Rep. Ron Paul is lashing out at Ted Cruz, calling the GOP presidential contender too close to Wall Street. "People are liking Cruz. They think he’s for the free market, and he’s owned by Goldman Sachs," the former Texas lawmaker said on Fox Business Network's "Varney & Company," according to Politico...Ron Paul also praised Democratic presidential candidate Bernie Sanders. "On occasion, Bernie comes up with libertarian views when he talks about taking away the cronyism on Wall Street, so in essence he's right, and occasionally he voted against war," Paul added.

Brains behind Trump 'Nazi robocall' donated to Cruz campaign | 06 Feb 2016 | Recent news emerged that a white supremacist super PAC, started by Council of Conservative Citizens spokesman, Jared Taylor, is making racial robocalls for Republican presidential candidate Donald Trump. The robocall states: 'We don't need Muslims. We need smart, well-educated, white people.' Investigative Reporter Can't Find Single Marco Rubio Voter Outside Rubio Rallies in NH [Right, only Microsoft can find them.] | 05 Feb 2016 | Matt Fuller writes in the Huffington Post: Admittedly, a Jeb Bush town hall and a Chris Christie restaurant visit are bad places to look for Sen. Marco Rubio (R-FL) voters. And yet there I was, practically begging New Hampshire voters to tell me they had been leaning toward a GOP establishment candidate, but were now lining up behind Rubio to take down Donald Trump and Sen. Ted Cruz (R-TX). "What do you make of the argument that establishment Republicans need to get behind Rubio because he's the only one who can beat Trump?" I asked, over and over, in some form or another, feeling as if the Rubio campaign should probably start paying me...Sorry, New Hampshire voters would say, knowing they were stepping all over my tidy little narrative.
