Talking Trash with Mr. Healey #2

The Middleboro Board of Selectmen's Meeting on May 12, was again filled with discussion of the

TRASH FEE and the current flawed accounting that has surrounded it since its implementation.
.
The new Town Manager, Mr. Charles Cristello was charged with the task of determining the accurate costs and revenues after his starting date of July 17, so sometime in August it is anticipated that he will tackle the contentious task.
.
For consideration, the budget passed at ATM indicates on page 26:

$398, 164.84
.
Page 98 of the Annual Town Report, indicates, under Public works, Program Revenues, Charges for Services (Year ending June 30, 2006):

$1,836.432
.
Since Middleboro's current town accountant was not employed by the Town at that time, he was unable to determine what might be included in those costs, but did indicate that through March 2008, approximately the following revenue has been received:

$850,000
.
Clearly, this should have been established differently at its inception.

Does anyone remember when Jack wrote letters to the editor in the Gazette that Creationism should be taught in public schools instead of evolution?
And how about that tacky menorah and plastic inflatable 'Christmas' items that were displayed on the town hall balcony?

How come no one mentions the 4 dpw men on disability that were caried on the budget for years?
Jack refused to allow them to be replaced because of the phoney hiring freeze but never reduced the budget. The work didnt get done. Potholes anyone?

Jack postponed his retirement for a year and no one knew why. Was the casino the reason? There are too many questions never adequately explained. Pity the poor folks stuck with Jack's landfill. Alarm bells should be going off if Jack's involved. Check your math. Jack always did have a problem with numbers. It seems he never could afford a calculator.

How about the fish ladder that Jack built and when the Corps of Engineers told him he needed a permit, Jack proclaimed ignorance of the law? Just too many laws for Jack to bother with?

As I watched Jack Healey leave the town meeting tonight it occurred to me that he created so much infighting, there was never a meeting like that when he was town manger. There was no transparency and no one was prepared. Jack created so much division that the fincom did their job but looked like the bad guys. A great deal was acomplished by voters voting on a record number of articles in record time. Im glad he's gone and appreciate being able to comment without leaving my name.

Glad to meet this evening! Good job allowing comments on the town and Jack. Tonight was wonderful. It set a tone of cooperation, unlike what Jack created. And it's going to get better with Mr. Cristello -- friends told me about him.

Jack is a small time dealer with no vision. He single-handedly took a golden revenue opportunity - the casino - and negotiated a deal that was worth probably 1/3 of it's value.

When Jack's agreement was presented at the high school last June, he was asked where the $7M payment figure came from. He was completely unable to answer the question except to say "from negotiation". There was no impact assessment, no cost analysis. Jack pulled that number out of thin air.

Jack was told by the BOS NOT to negotiate an agreement but he did anyway. He personally auctioned off the land to the tribe - losing us are BIGGEST bargaining chip.

If there was a way he could have done a worse job with the casino deal, I can't think of of it. Anybody that would let this wheeler dealer tackle anything bigger than mowing the town hall lawn should have their head examined.
