BREAKING: Sen. Mitch McConnell and the GOP-led Senate just failed to get the 60 votes they needed to invoke cloture, and move their Keystone XL fast-track bill to the floor for debate and an eventual vote. More debate and consideration of some 150 amendments to the bill is expected in coming days (weeks?) ‪#‎NOKXL‬
It's a major speed bump for the new GOP majority.
