This quote is not only false. It was created with hateful motives, i.e. by the anti-abortion movement to try to falsely scare people into thinking that the Sanger and the pro-choice movement (and those who supported birth control when it was a far more contoversial topic) had and has a racial eliminationist agenda.
The quote was taken out of context from two quotes of Sanger’s. In the first quote, Sanger supported “ a garden of children instead of a disorderly back lot overrun with human weeds." In the second, she stated "we do not want word to go out that we want to exterminate the Negro population, and the minister is the man who can straighten out that idea." She meant that a minister can best explain to the black population that their agenda is NOT racially eliminationist.
Below is an article that explains the work of Margaret Sanger in a fair way in regard to this topic, i.e. it is nuanced and does not support everything she did, but most importantly it is truthful.
