On the Iran Review Act and related resolutions, I recently informed Senator McConnell that after a period of robust debate, Democrats would be happy to proceed straight to a final passage vote that is consistent with Senator McConnell’s many statements that important matters in the Senate have ‘for quite some time required sixty votes.’ The choice is up to him.
Earlier this year, ninety-seven senators voted to establish a Congressional review process of the Iran nuclear agreement that would lead to one of three outcomes: a resolution of approval, a resolution of disapproval or no action at all. Supporters and critics of the Iran nuclear agreement have always known that sixty votes would be necessary to advance any resolution in the Senate, since that is the review process established by the Iran Review Act. As the Republican leader, Senator McConnell, has stated many times, requiring sixty votes on matters of enormous importance is simply ‘the way the Senate operates.’
Democrats have already bypassed the first round of procedural hurdles on the Iran nuclear agreement, skipping opportunities to filibuster so the Senate can move directly to unlimited debate when we convene on Tuesday. This is yet another example of how Democrats have provided cooperation to Republicans who, when the roles were reversed, broke all previous records by launching over six-hundred filibusters.
Democrats continue to live up to our pledges to behave in a constructive and cooperative fashion. On the Iran Review Act, I hope Senator McConnell and Senate Republicans can take yes for an answer and allow the Senate to proceed directly to a final passage vote after a period of robust debate.
