Deputy Secretary of State Antony Blinken announced the additional assistance at the Manama Dialogue security conference in the Gulf island nation [slave state] of Bahrain, where discussion of Syria dominated the gathering of mostly Western and Arab officials. The American promise of cash, which it says brings to nearly *way over* 500 million the amount it has pledged to the opposition since 2012, came a day after the U.S. announced it was intensifying its fight against the Islamic State group in Syria with the deployment of up to 50 special operations troops.

The strategy was central to US plans to retake territory controlled by the jihadist group in Syria, with the Pentagon announcing plans to train an army of more than 5,000 moderate rebels to take on IS on the ground in late 2014. "The programme is much smaller than we hoped," conceded the Pentagon's policy chief, Christine Wormuth, before the Senate Armed Services Committee on 16 September. U.S. Spent $43 Million on Afghanistan Gas Station: Watchdog Report | 02 Nov 2015 | Nearly $43 million of U.S. taxpayers' money was spent on building a gas station in Afghanistan -- 140 times more than it should have cost, according to a government watchdog. The Special Inspector General for Afghanistan Reconstruction (SIGAR) also said that one of the most "troubling" issues is how the Department of Defense was unable or unwilling to explain why the "ill-conceived" project was so expensive... "It's an outrageous waste of money that raises suspicions that there is something more there than just stupidity," John Sopko, the special inspector general, told NBC News. "There may be fraud. There may be corruption. But I cannot currently find out more about this because of the lack of cooperation."
 
U.S. Navy plans two or more patrols in South China Sea per quarter | 02 Nov 2015 | The U.S. Navy plans to conduct patrols within 12 nautical miles of artificial islands in the South China Sea about twice a quarter to remind China and other countries about [so-called] U.S. rights under international law, a U.S. defense official said on Monday. "We're going to come down to about twice a quarter or a little more than that," said the official, who was not authorized to speak publicly about Navy operational plans. U.S. Deputy National Security Adviser Ben Rhodes on Monday said there would be more demonstrations of the U.S. military's commitment to the right to freely navigate in the region.
 
Military blimp prompted power-down at Salem Twp. nuclear plant | 30 Oct 2015 | (PA) The wayward military blimp that wreaked havoc in and around Columbia County led to a power-down of Unit 2 at the Susquehanna Nuclear power plant in Salem Township as a precautionary measure. Todd Martin, spokesman for the plant's owner, Talen Energy, said the operator of the regional power grid, PJM Interconnection, directed the company at approximately 2:30 p.m. to reduce the amount of energy Susquehanna 2 was putting into the grid.
 
Deadly 9.4 sieverts detected outside Fukushima reactor 2 containment vessel; checks stop | 30 Oct 2015 | Tokyo Electric Power Co. said Thursday that radiation levels of up to 9.4 sieverts per hour have been detected near a reactor containment vessel at the meltdown-hit Fukushima No. 1 nuclear power plant. Sept. 4-25 checks found the extremely high radiation levels in a small building containing a pipe that is connected to the reactor 2 containment vessel at the plant, which was devastated in the March 2011, Tepco said. Exposure to such a dosage for some 45 minutes would result in death.
 
Record radiation at Fukushima power plant could kill person in under 1 hour - reports | 31 Oct 2015 | Deadly radiation levels of up to 9.4 Sieverts per hour have been recorded at the Fukushima Daiichi nuclear power plant – enough to kill a person in less than an hour if directly exposed, local media reports. The mortal radiation reading was taken in a small room, using a remote-controlled robot, where a pipe leads to the containment vessel of the No. 2 reactor at the Fukushima No. 1 nuclear power plant, JIJI Press reported, citing Tokyo Electric Power Co (TEPCO). The reading of 9.4 sieverts (Sv) per hour was taken during the September 4-25 checks.
 
Explosion rocks nuclear power plant in Belgium | | 01 Nov 2015 | An explosion occurred overnight at a nuclear power plant in Doel, northern Belgium, local media reported, adding that the blast caused a fire. The exact damage from the incident remains unknown. The blast happened around 11pm local time on Saturday. The fire started in Reactor 1 of the plant, but was soon extinguished by personnel.
 
Russian plane crash investigators say Airbus broke up in mid-air over desert | 01 Nov 2015 | The airline that crashed in Egypt's Sinai desert killing all 224 people onboard broke up in mid-air at high-altitude, according to Russian officials prompting aviation experts to speculate that a sudden mechanical failure or a mid-air explosion could have been to blame. As flags flew at half-mast on a national day of mourning in Russia, investigators rushed to the scene of the wreckage where 163 bodies had been recovered by Sunday afternoon. Some were found several miles away from the twisted and blackened remains of the Airbus A321. Victor Sorochenko, the head of Russia's interstate aviation committee, said it was too early to draw firm conclusions but it was clear that the plane had broken up in flight on its way from Sharm el-Sheikh to St Petersburg.

Russian airliner with 224 aboard crashes in Egypt's Sinai, all killed | 31 Oct 2015 | A Russian airliner carrying 224 passengers crashed into a mountainous area of Egypt's Sinai peninsula on Saturday shortly after losing radar contact near cruising altitude, killing all aboard. A militant group affiliated to Islamic State [I-CIA-SIS] in Egypt, Sinai Province, said in a statement it had brought down the plane "in response to Russian airstrikes that killed hundreds of Muslims on Syrian land", but Russia's Transport Minister told Interfax news agency the claim "can't be considered accurate". The Airbus A321, operated by Russian airline Kogalymavia under the brand name Metrojet, was flying from the Red Sea resort of Sharm el-Sheikh to St Petersburg in Russia when it went down in central Sinai soon after daybreak, the aviation ministry said.

Senior officers want to revive the measures similar to those contained in the "snooper's charter", which would force telecommunications companies to retain for 12 months data that would disclose websites visited by customers, reported the Times.
 
Seizure of reporter's laptop under terrorism laws was 'not contested' by BBC | 29 Oct 2015 | A court order allowing the seizure of a laptop belonging to a Newsnight journalist was not contested by the BBC, police have said. It had emerged earlier that officers used special counter-terrorism powers to seize a computer belonging to Secunder Kermani. The BBC had not said which police force was involved, but it has been revealed that Thames Valley police had taken the laptop. Police have broad powers under section 32 of the Terrorism Act 2000, which deems any police inquiry into the "commission, preparation or instigation of acts of terrorism" to be termed a "terrorism investigation".

The company on Monday asked the State Department to suspend consideration of its controversial pipeline while Nebraska officials review its route through the state. Last month, TransCanada applied to the Nebraska Public Service Commission for route approval after opponents went to court, challenging the law under which the route had been approved by then-Gov. Dave Heineman (R).
