U.N.'s Ban casts doubt on legality of U.S. plans to punish Syria 03 Sep 2013 U.N. Secretary-General Ban Ki-moon said on Tuesday that the use of force is only legal when it is in self-defense or with Security Council authorization, remarks that appear to question the legality of U.S. plans to strike Syria without U.N. backing. He also suggested that a U.S. attack could lead to further turmoil in conflict-ravaged Syria, where the United Nations says over 100,000 people have been killed in the country's 2-1/2-year civil war. "The use of force is lawful only when in exercise of self-defense in accordance with Article 51 of the United Nations charter and/or when the Security Council approves of such action," Ban said. "That is a firm principle of the United Nations."


US used white phosphorus in Iraq 16 Nov 2005 US troops used white phosphorus as a weapon in last year's offensive in the Iraqi city of Falluja, the US has said. "It was used as an incendiary weapon against enemy combatants," spokesman Lt Col Barry Venable told the BBC - though not against civilians [Yeah, right!], he said. The US had earlier said the substance - which can cause burning of the flesh - had been used only for illumination. BBC defence correspondent Paul Wood says having to retract its denial is a public relations disaster for the US.

MPs are worried by the admission by US forces that they used the controversial illegal substance in the Iraqi city of Falluja - something they had previously denied. White phosphorus can burn flesh and some MPs say its use will hand a propaganda victory to Iraqi 'insurgents.' Both the US and UK Governments deny using the weapon against civilians but there are calls for a UN inquiry.


Senate Syria resolution would limit Obama to 90 days 03 Sep 2013 Members of the Senate Foreign Relations committee hammered out a deal on Tuesday evening that would set a 60-day deadline for military action in Syria, with one 30-day extension possible, according to a draft of the resolution. The proposal, drafted by Sens. Robert Menendez, D-N.J., and Bob Corker, R-Tenn., would also bar the involvement of U.S. ground forces in Syria, according to the draft. The resolution could be voted on by the committee as early as Wednesday.
