John F. Healey: Interim Town Administrator, Kingston

Kingston: A permanent administrator by May 1

The [Kingston] board decided to give the search committee a timeline for choosing candidates to fill Donovan’s position. Donovan is leaving today (Friday). John F. Healey of Middleborough was named interim town administrator until a permanent administrator is selected (see related story).


Note to Kingston: Watch out for Jack's Fuzzy Math!

After Jack retired, few commented on his continued 'involvement' in town affairs like the drainage on Plain St. No one seemed to know who asked Jack to handle things and he seemed unable to cut the umbilical cord.

Who's stupid idea was it in Kingston to allow this. Don't they read the papers. Jack is bad news. I can't believe they voted unanimously to hire him. I hope he doesn't hired for the real job.

If you ask Middleboro residents their opinion of Jack, you'll find it about evenly divided between those who love him and those who hate him.
My personal perspective is that Jack is likable and personable and I have no animosity toward the man.
On the other hand, when we discuss professional ability, credibility and management style, Jack leaves much to be desired.
The BOS allowed his Management By Crisis to reign.
Real estate tax bills were sent out late because of his failure to ensure a balanced budget at ATM. Town assets were sold in poorly advertised auctions at which Jack acted as the Auctioneer, on the pretext of 'saving the town money.' Maybe an ignorant BOS didn't understand the "Buyers' Premium" at auctions, but not all townspeople are that stupid.
The Precinct St property, sold at auction to casino investors, was advertised ONLY in the Middleboro Gazette.
If Jack's claim to fame on his resume is negotiating a back room casino deal that gives the town $7 million when the figure should have been + $20 million, and some find that praiseworthy, they're eating hallucinogenic mushrooms.

When Middleboro hired an 'interim' town manager, Steve Lombard, there were discussions about the earning limits in place that would reduce or eliminate his receiving his pension.
Unless Kingston has a proposed casino, maybe by the Aquinnah, or a landfill, it's doubtful Jack would have much interest in a permanent position.

Jack's reputation is part of the reason the town had problems hiring his replacement.
Didn't he do enough damage in Southbridge?

We appreciate all of the energy information you posted because it's made us tackle some projects that have saved us money, but you're the only one who is criticizing the BOS for their incompetence. Could you post some info?
