Ugh. Mitch McConnell is taking another swing at the Clean Power Plan, this time saying that if states want to work together under the Clean Air Act, they have to go through him first. That’s right, if any states want to tackle climate change and clean up their air, they have to go through Big Polluter-backed McConnell.
